
Reporting to the survey team, Dr. Nguyen Hoai Nam, Deputy Director of the Ho Chi Minh City Department of Health, said that in the 2016-2020 period, the health sector had 76 projects with an investment of approximately VND32,000 billion, accounting for 6.2% of the total public investment of all sectors in the city.
In the 2021-2025 period, Ho Chi Minh City (before the merger) has 39 projects with a total investment of more than 15,000 billion VND; Binh Duong area has 44 projects with a total investment of more than 7,000 billion VND; Ba Ria - Vung Tau area has 9 projects with a total investment of more than 2,700 billion VND.
In the 2026-2030 period, the Ho Chi Minh City health sector has 100 projects (including 91 health projects and 9 social protection projects), with a total investment of more than 66,000 billion VND, accounting for 8.4% - the highest ever.
To date, 76 projects have been completed and put into operation; 10 projects will be completed in 2025 alone.
According to the Ho Chi Minh City Department of Health, there are currently 8 key and urgent medical projects in need of investment, including: Orthopedic Trauma Hospital, Mental Hospital (Thu Duc facility), General Practice Hospital of Pham Ngoc Thach University of Medicine, Tropical Diseases Hospital, High-tech Disease Screening Center, Proton Radiotherapy Center, Cyclotron Radioisotope Production Furnace, Binh Duong General Hospital.
In addition, there is a plan to arrange a number of medical facilities in the area, receiving the Ho Chi Minh City Transport Hospital from the Ministry of Construction .
At the survey, comrade Nguyen Phuoc Loc highly appreciated the preparation of the Department of Health, providing an overview of public investment in the health sector in Ho Chi Minh City after the merger.
He commended the efforts of the Department of Health over the years, which have put into use and effectively operated the results of public investment, contributing to improving the capacity of medical examination and treatment and health care for people in the city.

Currently, public investment in Ho Chi Minh City's healthcare system is being implemented with a very large coverage: general and specialized hospitals, infrastructure, general hospitals at the gateway of the central area, connected with specialized healthcare clusters, and linked to grassroots healthcare.
At the same time, promoting clear and typical results such as the projects of 3 children's hospitals, Oncology Hospital 2, Testing Center, Blood Bank... The work of directing the line and transferring technology to the lower level has achieved high results.
Comrade Nguyen Phuoc Loc assessed that public investment in the health sector in the city was implemented correctly and in the right direction, exploiting all functions and efficiency.
He requested the Department of Health to edit and complete the Project on exploiting social resources for public investment in health care, integrating areas 2 and 3. Proceed to develop a project or program to request the conversion of redundant headquarters, arrange hospitals, and convert the functions of some hospitals for effective exploitation.

Along with that, the Department of Health received the opinions of the survey team, synthesized the report to the City Party Committee and People's Committee to report to the Standing Committee of the Ho Chi Minh City Party Committee.
From there, the City Party Committee will direct the City People's Committee to develop plans, projects, and programs to submit to the City People's Council to continue approving investment contents for new construction and renovation of infrastructure and equipment in the health sector.
Supporting the proposals of the Department of Health, comrade Nguyen Phuoc Loc also suggested that the Department of Health study the mechanism for operating public investment with increased medical human resources covering remote areas; have a mechanism for medical staff in the central area to participate in supporting professional work for areas 2 and 3.
Based on the resolutions of the Politburo, especially Resolution 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health, the Ho Chi Minh City Department of Health is researching and implementing a number of contents such as piloting a stratified social protection facility for the elderly; stratifying, segmenting, zoning and dividing objects to pilot completely exempting hospital fees for a number of objects.
Comrade Nguyen Phuoc Loc requested the Department of Health to propose a coordination mechanism with other sectors, creating the overall strength of the city's political system. At the same time, identify public investment health facilities to celebrate the success of the first Congress of the Ho Chi Minh City Party Committee, term 2025-2030. Review and identify the content that requires direct and indirect public investment and support to classify key and focal investments, not spread out.
He requested the Department of Health and relevant departments and branches to continue to enhance their sense of responsibility, promote initiative and creativity, and closely follow the direction of the City Party Committee and People's Committee to ensure that all completed medical projects are truly effective and best serve the people.
According to the Ho Chi Minh City Department of Health, currently, some projects in areas 2 and 3 are still behind schedule, such as Binh Duong General Hospital, or are degraded and have not been settled, such as Binh Duong Tuberculosis Hospital and Binh Duong Psychiatric Hospital.
In the face of the above situation, the Ho Chi Minh City Department of Health has proposed 7 recommendations to promote effective public investment in the health sector. Among them, it is proposed to study and adjust the health sector planning to meet new requirements, especially opening more specialized medical clusters in regions 2 and 3, and planning the nursing home system.
Recommend that the City Party Committee, People's Committee, and Vietnam Fatherland Front Committee of Ho Chi Minh City direct relevant parties to speed up the approval of planning and provide implementation instructions to speed up investment preparation for the 2026-2030 period.
At the same time, there should be a policy mechanism for medical staff and workers when participating in supporting professional work in areas 2 and 3, such as supporting additional income, public housing, living expenses, and transportation.
