The Department of Trade Remedies ( Ministry of Industry and Trade ) said it had received the above information. This agency said it was coordinating with the Vietnam Trade Office in India to request the DGTR to provide additional necessary information to be sent to relevant manufacturers and exporters.
Determine the stage of anti-dumping investigation of steel
The products under investigation are hot-rolled steel coils of alloy or non-alloy, uncoated, plated or coated, with a thickness of up to 25 mm and a width of up to 2100 mm under HS codes: 7208; 7211; 7225; 7226.
The products under investigation do not include hot-rolled stainless steel coils. The petitioners are: JSW Steel Limited and ArcelorMittal Nippon Steel India Limited.
The anti-dumping investigation period is from January 2023 to March 31, 2024 (15 months); the damage investigation period is from April 1, 2020 to March 31, 2021, April 1, 2021 to March 31, 2022, April 1, 2022 to March 31, 2023 and from January 1, 2023 to March 31, 2024.
The petitioner proposes to use product control codes as a basis for price comparison. DGTR invites interested parties to comment on the proposed product scope and product control codes within 15 days of the date of initiation.
In order to promptly respond to the incident, the Trade Defense Department recommends that the Vietnam Steel Association (VSA) and enterprises producing and exporting goods under investigation carefully study the notice of investigation initiation and proactively request the DGTR to provide all necessary information and other documents during this period.
Fully and comprehensively cooperate with DGTR throughout the entire process of the case; contact, regularly maintain contact, coordinate, and provide information to the Department of Trade Remedies for timely support.
Continuously involved in anti-dumping investigations
Hot-rolled steel coils have been repeatedly sued recently. In early August, the European Commission (EC) issued a notice initiating an anti-dumping investigation into some hot-rolled steel products originating from Egypt, India, Japan and Vietnam imported into the European Union (EU).
Previously, on July 29, the Ministry of Industry and Trade announced its decision to initiate an anti-dumping investigation into HRC steel from China and India, after a period of reviewing the requests of two enterprises, Hoa Phat and Formosa Ha Tinh, and opinions of related enterprises.
