Reopening embassies and "preparing" for official meetings are the directions Azerbaijan and Iran are actively implementing to soon normalize bilateral relations.

Iran's official news agency IRNA reported on March 29 that the Azerbaijani Embassy in the capital Tehran will soon resume operations.
Tehran and Baku have reached positive agreements, an unnamed Iranian Foreign Ministry official said, as the two sides push forward diplomatic efforts to normalize bilateral relations. In addition to reopening embassies, official meetings between the two countries are also being planned, IRNA reported.
According to IRNA , Iran will send a new ambassador to Azerbaijan, after the mission of Ambassador Seyed Abbas Mousavi as Iran's Special Envoy to Azerbaijan ends.
Baku has closed the Azerbaijani Embassy in Tehran after an armed attack on the diplomatic mission on January 27, 2023, which killed one employee and injured two others. Baku called the attack a “terrorist act”, but Tehran cited the results of an investigation as confirming the attacker had “personal” motives.
In recent months, Iran and Azerbaijan have stepped up diplomatic efforts to restore relations.
