Bac Lieu: Many violations in management and use of health insurance fund at Vinh Loi District Medical Center

On October 2, the Bac Lieu Provincial Inspectorate announced that it had just issued the conclusion of an inspection of the management and use of the health insurance fund at Vinh Loi District Medical Center (inspection period from January 1, 2021 to December 31, 2022). The inspection conclusion showed that there were many violations here.

Specifically, on the health insurance appraisal system, a number of violations were discovered during the treatment process such as: prescribing technical testing services that were not consistent with the diagnosis, using contraindicated drugs for patients with ischemia, and prescribing drugs that were not in accordance with the regulations of the Ministry of Health .

Regarding the use and settlement of health insurance examination and treatment costs, in 2021 - 2022, Vinh Loi District Medical Center used and settled a total amount of over 37 billion VND. However, during the use, there were still some contents that were not in accordance with regulations such as: spending on preferential allowances for jobs, exclusive allowances, spending from the wrong source, payment documents for the wrong accounting year, borrowing salary reform funds to spend on activities for the treatment block. The total amount of discovered violations was 2.8 billion VND.

With the above-mentioned violations discovered, the Bac Lieu Provincial Inspectorate proposed to recover 309 million VND; pay 60 million VND to officials and employees; adjust the source of 850 million VND, return 780 million VND from the salary reform source...; and request to review and draw lessons from the relevant individuals.
