Opening "green lanes" for key projects
Pursuant to Document No. 54/UBND-THĐT dated August 1, 2025 of the Provincial People's Committee on the implementation of the "24-hour green channel" and "60% green channel" mechanisms in administrative procedures for key projects, the Department of Construction requires specialized departments to focus on processing documents, ensuring speed and accuracy. Accordingly, upon receiving the documents, the staff on duty at the "one-stop" department proactively reviews, classifies, determines the priority level and marks the "24-hour green channel" for documents belonging to top priority projects, "60% green channel" for priority documents to shorten the time for specialized focal points to complete related tasks within the prescribed time.

The “24-hour green channel” mechanism is applied to key infrastructure investment projects and projects in the field of science and technology. The “60% green channel” mechanism is applied to investment projects in industrial parks, clusters, dry ports, logistics centers, social housing, urban areas over 100 hectares, domestic investment projects with a total capital of 10 million USD or more (depending on the field), FDI investment projects with a total capital of 20 million USD or more (depending on the field) and important projects directed by the Chairman of the Provincial People's Committee.
According to the Department of Construction, from August 1 to now, the unit has received nearly 1,200 applications, including 20 applications that are prioritized under the "24-hour green channel" and "60% green channel" mechanisms. On August 29, when submitting the application for approval of investment policy for a social housing project, the representative of Thanh Cong Land Joint Stock Company (Bac Ninh) was surprised when the response time was only 24 working days (the regulation is 60 days). Gia Binh Real Estate Investment Joint Stock Company ( Hanoi city) also only had to wait 13 working days (nearly 20 days less than the regulation) to receive the results of the procedure for requesting the investor to be assigned without bidding for the social housing construction investment project that had been approved for investment.

According to the Department of Construction, currently in the province there are 9 priority infrastructure investment portfolios under the "24-hour green channel" mechanism along with dozens of projects enjoying the "60% green channel" mechanism. In order for projects to complete necessary procedures soon, the Provincial People's Committee requires relevant departments and branches to cut down construction licensing procedures for projects with detailed planning 1/500 or areas with approved urban design; study to thoroughly decentralize the authority to handle administrative procedures in accordance with the 2-level local government model, creating maximum convenience for people, organizations and businesses.

As the agency directly receiving and appraising, the Department of Construction focuses on reviewing all administrative procedure records under its management, and restructuring internal processes and electronic processes for administrative procedures applied to priority "green channel" projects. At the same time, guiding investors to research and determine the priority level when submitting documents to shorten waiting time.
However, after more than a month of implementing the "24-hour green channel" and "60% green channel" mechanisms, the specialized agencies and units of the Department of Construction encountered difficulties due to some overlapping legal regulations, the coordination between sectors was sometimes not synchronized; the information technology infrastructure was not guaranteed... Resolution 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a special mechanism for developing social housing, investment procedures for social housing projects were shortened from nearly 2 years to 70 days. Implementing the "green channel" mechanism, the province continued to reduce the implementation time by 60%, creating great pressure on officials and civil servants. To overcome difficulties, when receiving documents attached to the "green channel" mechanism, along with updating the progress of processing documents by level, the Department of Construction assigned and assigned responsibilities to each individual. At the same time, shorten unnecessary processes such as: Appraising investment policies, approving construction drawing designs, etc. For cases in the process of preparing documents, if requested, the Department of Construction is ready to support, guide, and ensure that when the documents are submitted to the "one-stop" department, no additional information is required.
