Bac Ninh will become a center of high-tech industry, innovation, and smart urban areas of the country and region, aiming to become a centrally-run city in the near future.
In the 2020-2025 term, Bac Ninh's economy grew strongly, in which industry continued to affirm itself as the main pillar and driving force to promote the province's economic growth. On average, in the 2021-2025 period, the added value of the industrial sector increased by 11% per year.
This once again affirms the Bac Ninh brand as an attractive destination for investors.
The draft Political Report submitted to the 1st Congress of Bac Ninh Provincial Party Committee, term 2025-2030, affirmed that Bac Ninh's economy in the 2020-2025 period basically completed the main goals; increased investment in infrastructure construction, expanded regional connectivity, accelerated the urbanization process; management and protection of natural resources and environment had many positive changes; scientific and technological activities, innovation and digital transformation were promoted.
Although in the first years of implementing the Congress Resolution, the COVID-19 pandemic had complicated developments, including the time when Bac Giang (after July 1, 2025, merged with Bac Ninh province to become Bac Ninh province), and Bac Ninh (old) were the epicenter of the whole country, seriously affecting all aspects of life, health, socio-economy, especially production and business activities were stagnant.
Faced with that situation, the Provincial Party Committee and Party committees at all levels have focused on leadership and direction with a spirit of determination, drasticness, proactiveness, and flexibility in epidemic prevention and control, persistently implementing the "dual goal"; mobilizing the entire political system and the entire society to focus all their efforts, drastically, rapidly, and synchronously deploying measures, along with the attention, leadership, direction, support, and assistance of the Central Government and localities across the country, quickly defeated and repelled the COVID-19 epidemic and were recognized by the Central Government in the epidemic prevention and control work.
Bac Giang province is the first and only locality to be awarded the Third-class Labor Medal by the President for its efforts in preventing and fighting the COVID-19 pandemic.
Thanks to that, Bac Ninh's economy continues to develop comprehensively, with many important indicators among the leading groups in the country. The average budget growth rate in the area (GRDP) in the 2021-2025 period is estimated at 8.98%/year, among the top 5 provinces and cities in the country. The economic scale in 2025 (GRDP at current prices) is estimated at 522 trillion VND, ranking 5th in the country and 3rd in the Red River Delta; GRDP per capita is estimated at 5,810 USD, 1.15 times higher than the national average; average income per capita is estimated at 69.2 million VND/year, an increase of nearly 1.3 times compared to the beginning of the term.
These are not only impressive numbers, but also clear evidence of the resilience and aspiration to break through in the new era of Bac Ninh.
In particular, industry continues to affirm itself as the main pillar and driving force for the province's economic growth. The quality and efficiency of state management and investment attraction for industrial development have been improved, especially in the electronics and semiconductor industries.
On average, in the period 2021-2025, the industrial sector's added value increased by 11% per year. The Industrial Production Index (IIP) is continuously among the leading groups in the country, with growth rates maintained at double digits. The proportion of the processing and manufacturing industry accounts for more than 70% of the entire industry.
As an enterprise that has invested in Bac Ninh province since 2007, Foxconn Group specializes in manufacturing components in the world's leading fields of electronics, telecommunications equipment and computers.
Foxconn currently has factories in Que Vo, Dai Dong-Hoan Son, VSIP, Nam Son-Hap Linh, Dinh Tram, Van Trung, and Quang Chau industrial parks in Bac Ninh province. To date, Foxconn has invested 3.5 billion USD in Bac Ninh, creating more than 100,000 jobs. Recently, Foxconn continued to invest in expanding 2 projects in Quang Chau industrial park, with adjusted investment capital increasing by 320 million USD.
Representative of Foxconn Group, Mr. Chau Nghia Van, in charge of Foxconn Vietnam Headquarters, said that when investing in Bac Ninh province, not only Foxcom but also other businesses clearly feel the friendly investment environment, transparent procedures, synchronous infrastructure and dedicated support from all levels of government. This is the foundation for Bac Ninh to become the leading destination for international capital flows.
The active and prompt support of Bac Ninh provincial leaders and authorities at all levels has created a comfortable and secure mentality for businesses to invest. In particular, whenever they encounter difficulties within their authority, Bac Ninh authorities always listen, share and resolve them.
Mr. Jason Lo, representative of Johnson Group, said that since 2019, Johnson Group has invested in a project in Thuan Thanh II Industrial Park, Bac Ninh province with a scale of 10 hectares, total investment capital of 50 million USD, revenue reaching 60 million USD/year.
As one of the world's most famous manufacturers of high-quality sports equipment, the Group currently has factories in the US, China, Japan and Thuan Thanh Industrial Park 2 (Bac Ninh province). In early 2025, the Group decided to establish Factory No. 2 in Thuan Thanh Industrial Park I with an area of about 20 hectares, a total investment of 100 million USD, and a need for about 1,500 workers. This will be the world's largest complete base for manufacturing and assembling complete sports equipment.

Investment promotion activities, timely catching the wave of FDI investment shift, opening up new directions in developing the local semiconductor industry, participating in the semiconductor ecosystem in Vietnam.
The merger of the two industrial capitals Bac Ninh and Bac Giang has created a “pulse” for the province’s economic growth, continuing to affirm its position as a dynamic growth pole in the North. With the proportion of industry and construction (by 2025) accounting for more than 71%, Bac Ninh has become the “major industrial capital” of the country.
Prominent in the processing, manufacturing and electronics industries has shaped the "semiconductor industrial ecosystem" - a strategic and indispensable field of the digital economy, a new growth driver.
In particular, Bac Ninh is the first locality in the country to develop a policy to support teaching and training of high-quality human resources, human resources in the semiconductor industry, serving the digital industry in the period 2024-2030.
The issuance of a policy to support training of high-quality human resources for the semiconductor industry demonstrates the province's vision and proactiveness in anticipating the trends of the times.
During the term, there were more than 1,700 projects, capital increased by more than 1,200 newly registered projects, total registered investment capital of over 25 billion USD, Bac Ninh has affirmed its strong attractiveness in attracting investment, becoming a strategic destination of many global industrial corporations.

At the investment promotion conference organized by the Provincial Party Committee, People's Council, and People's Committee of Bac Ninh province on the afternoon of August 15, Comrade Nguyen Hoa Binh, Politburo member, Secretary of the Party Central Committee, Permanent Deputy Prime Minister of the Government affirmed that choosing Bac Ninh as a destination for investors is a wise choice because the province has many strengths, holds an important position in the key economic region of the North, right next to Hanoi city, adjacent to Hai Phong, located on the trans-Asian corridor, close to China and ASEAN.
The transport and logistics infrastructure system is diverse and synchronous. The province has a developed industrial planning with more than 50 industrial parks; of which, there are currently more than 20 industrial parks in operation. Foreign investors (FDI) have chosen to invest in Bac Ninh with 2,800 projects, with a total investment capital of 45 billion USD...
