Discuss and decide on a number of contents related to the Documents of the 18th Quang Tri Provincial Party Congress

This morning, November 8, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung chaired the meeting of the Document Subcommittee of the 18th Provincial Party Congress, term 2025 - 2030 to discuss and decide on a number of contents: Working regulations of the Document Subcommittee; Operation plan and document development of the Document Subcommittee; General outline of the Political Report to be submitted to the 18th Provincial Party Congress, term 2025 - 2030. Head of the Provincial Party Committee's Organization Committee Phan Van Phung; Head of the Provincial Party Committee's Propaganda Department Ho Dai Nam; Head of the Provincial Party Committee's Inspection Committee Ho Thi Thu Hang; Head of the Provincial Party Committee's Internal Affairs Committee Ly Kieu Van attended.

At the meeting, the leaders of the Provincial Party Committee Office briefly reported on the Working Regulations of the Document Subcommittee; Operational plan and document development of the Document Subcommittee; General outline of the Political Report to be submitted to the 18th Provincial Party Congress, term 2025 - 2030.

Accordingly, the Document Subcommittee was established by the Provincial Party Executive Committee to directly assist the Provincial Party Committee in preparing the content of documents to be submitted to the 18th Provincial Party Congress.

The Document Subcommittee is responsible for assisting the Provincial Party Committee and the Provincial Party Committee Standing Committee in drafting documents to be submitted to the 18th Provincial Party Congress, including: Political Report of the 18th Provincial Party Executive Committee; Review Report of the 17th Provincial Party Executive Committee submitted to the 18th Provincial Party Congress; Summary Report of the Political Report submitted to the Congress; Draft Resolution of the 18th Provincial Party Congress; Report synthesizing comments on draft documents of the 14th National Party Congress; Report synthesizing comments on draft documents of the 18th Provincial Party Congress and other related documents. Complete documents after the Congress and submit them to the 18th Provincial Party Executive Committee for promulgation.

The Document Subcommittee proposed two options on the theme of the 18th Provincial Party Congress.

Option 1: “Strengthening the building of a clean and strong Party and political system in all aspects; promoting the strength of culture, people and the great national unity bloc; promoting innovation, creativity, digital transformation, green transformation; developing the economy - society rapidly and sustainably, maintaining national defense and security; striving for Quang Tri to have a development level among the fairly good in the country by 2030”.

Option 2: “Strengthening the building and rectification of a clean and strong Party and political system in all aspects; promoting the strength of national solidarity and the people's hearts; promoting the development and application of science and technology and innovation; developing the economy and society rapidly and sustainably, maintaining national defense and security; striving for Quang Tri to reach a fairly good level of development and high middle income by 2030, and entering a new era of development with the whole country.

According to the plan, by the end of August 2025, the Document Subcommittee will submit the final documents to the Provincial Party Committee, receiving the Provincial Party Committee's opinions to complete the documents to be submitted to the 18th Provincial Party Congress.

At the meeting, the delegates basically agreed with the drafts, the majority of delegates agreed with option 1 of the congress theme. At the same time, they proposed some opinions on the data reporting on the socio-economic situation; the assignment of work, coordination regulations between units; adjusting the time to perform the tasks in accordance with the practical situation.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung requested the Document Subcommittee to clarify some contents in the Working Regulations for effective implementation. Add some contents to the General Outline of the Political Report to the Congress for delegates to easily follow and study. It is necessary to carefully evaluate the criteria and indicators to complete the elements in the Congress's theme.

In his concluding remarks, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Dang Quang requested relevant departments, branches and sectors to coordinate in reviewing, compiling and synthesizing data to report on the socio-economic situation fully and accurately.

In the political report, in addition to evaluating the results of the entire term, there should be a general assessment of the achievements after 35 years of re-establishing Quang Tri province to look back at the great efforts of the entire political system and the sacrifices of previous generations in the process of rebuilding and building the homeland. Thereby, accurately and accurately assessing the advantages, strengths as well as difficulties and limitations of the province to have solutions and tasks to be determined to carry out for the next term.

Regarding the congress theme, there must be three elements: building a clean and strong Party and political system; unleashing and mobilizing all resources to promote socio-economic development, ensuring national defense and security, ensuring people's lives; and the province's goals in the coming time.

Therefore, the Document Subcommittee and leaders of departments, branches and sectors continue to research to complete the topic as well as documents to submit to the congress.
