The 1st National Assembly Party Congress, term 2025 - 2030: A term with many marks and an unprecedented amount of work

Speaking at the group discussion session this afternoon, Standing Deputy Secretary of the National Assembly Party Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh suggested that in the new term orientation in the draft Political Report and Action Program to implement the Resolution of the 1st National Assembly Party Congress, it is necessary to add tasks and solutions to perfect the apparatus of cadres specializing in party work, improve professional quality associated with party work.

On the afternoon of September 24, continuing the program of the 1st National Assembly Party Congress, term 2025 - 2030, the Congress divided into discussion groups. Member of the Party Central Committee, Permanent Deputy Secretary of the National Assembly Party Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh attended the discussion session at the Group of the Party Delegation of the Committee for Law and Justice .

At the discussion session, delegates focused on giving opinions on the draft Political Report to be submitted to the 1st National Assembly Party Congress, term 2025 - 2030; Action Program to implement the Congress Resolution; Documents to be submitted to the 14th National Party Congress.

Commenting on the draft Political Report submitted to the National Assembly Party Congress, delegates said that in the past term, the National Assembly had many marks with an unprecedented amount of work. In that context, the content of the draft Political Report of the National Assembly Party presented to the Congress showed that the National Assembly had achieved many remarkable results with the great contributions of each Party member in the National Assembly Party.

Speaking at the discussion session, Standing Deputy Secretary of the National Assembly Party Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the 1st National Assembly Party Congress, term 2025 - 2030, has been carefully prepared by the National Assembly Party Committee. The Congress documents have been submitted to the Politburo for comments and the Politburo highly appreciated the elaborate and methodical preparation of the National Assembly Party Committee.

The Standing Deputy Secretary of the National Assembly Party Committee and Vice Chairman of the National Assembly stated that, despite taking place in a particularly difficult context, the National Assembly achieved many outstanding results during the past term.

Right at the beginning of the term was the period when the Covid-19 pandemic was complicated worldwide and domestically; immediately after that was the period of both epidemic prevention and control and socio-economic recovery and development with many unprecedented policies being issued.

Also during the term, the whole country reorganized the political system; merged provincial and communal administrative units and implemented a two-level local government model.

Under the leadership of the Party, the National Assembly has carried out and decided on many important tasks of the country; in history, there has never been a term that held up to 19 National Assembly sessions. The Secretary of the Party Committee of the National Assembly and the Chairman of the National Assembly have worked very devotedly and responsibly, promoted democracy and listened to and cared about the lives of cadres and Party members, the Standing Deputy Secretary of the Party Committee of the National Assembly affirmed.

Regarding limitations and shortcomings, the Standing Deputy Secretary of the National Assembly Party Committee pointed out that the establishment of the National Assembly Party Committee is a transition to a new model, therefore, the specialized apparatus for Party work is still confused in assigning work, leading to many focal points and many levels.

In the direction of the new term, the Standing Deputy Secretary of the National Assembly Party Committee proposed that in the draft Political Report and Action Program to implement the Resolution of the 1st National Assembly Party Congress, it is necessary to add tasks and solutions to perfect the apparatus of cadres specializing in Party work, and improve professional quality associated with Party work.

Appreciating the preparation of the Congress documents by the National Assembly Party Committee, Deputy Secretary of the Party Committee, Deputy Chairman of the Law and Justice Committee Nguyen Phuong Thuy suggested that, regarding the goals and directions of the 2025 - 2030 term, it is necessary to consider more content on situation forecasting.

This is a very macro, comprehensive issue, forecasting the general situation for the country, however, there is no separate assessment for issues related to the organization and operation of the National Assembly and its agencies. Therefore, it is necessary to supplement the assessment and forecast of the situation related to the National Assembly, thereby proposing directions, goals and tasks for the next term that are close to the requirements and the general situation, Vice Chairman of the Committee Nguyen Phuong Thuy suggested.

Regarding limitations and weaknesses, Vice Chairwoman of the Law and Justice Committee Nguyen Thi Thuy suggested that it is necessary to supplement content related to the situation where many violations of waste in the use of mineral resources and land still occur; many very serious incidents and cases account for a large proportion of the total number of cases that the Central Steering Committee on preventing and combating corruption, waste and negativity has put under monitoring.

At the recent Central Conference, in the speech of General Secretary To Lam as well as the Conference Resolution, a very important task related to the responsibility of the National Assembly and the Government was set out, which is to study and innovate the structure of the Vietnamese legal system. Therefore, it is necessary to study and add this new and extremely important task to the draft Political Report.

Vice Chairwoman of the Committee Nguyen Thi Thuy also proposed adding a section on directions for perfecting judicial work in accordance with the spirit of Resolution No. 27-NQ/TW on continuing to build and perfect the Socialist Republic of Vietnam's rule-of-law State in the new period.
