At the conference, the Party Committee of the Provincial People's Committee submitted to the Standing Committee of the Provincial Party Committee for comments on the Draft Directive of the Standing Committee of the Provincial Party Committee on organizing the Land Donation Campaign to renovate and upgrade infrastructure, focusing on building roads in rural and urban areas in the province.
The draft states: In recent years, the work of mobilizing land donation to renovate and upgrade infrastructure, focusing on building roads in rural and urban areas in the province has been carried out by all levels, sectors, the Fatherland Front, organizations and localities in the province, and has received the support of all classes of people. From 2021 to the end of 2023, in the whole province, 45,572 households and individuals donated 211.78 hectares of land (including 60.7 hectares of residential land and 151.08 hectares of other types of land), estimated at a value of about VND 2,427 billion, to renovate and upgrade thousands of kilometers of roads and many public works serving life and socio -economic development.

However, infrastructure, especially communal roads, inter-village roads, alleys and residential areas in the province still have many limitations, narrow road width, difficult traffic; in some places, roads do not have drainage ditches leading to flooding, traffic insecurity, and environmental sanitation.
The work of leading, directing and propagating the mobilization of people to donate land in localities has not been carried out synchronously. Some localities have not paid due attention, have not mobilized the entire political system to participate, have not motivated and encouraged people to voluntarily donate land. The source of funding to support the renovation, construction and return of fences to households that donate land is still difficult and has not been arranged. The measurement, adjustment and registration of changes in land use rights for land donors face many difficulties, the procedures are cumbersome, slow to implement, people have to pay additional measurement fees...
In order to successfully implement the goals of the Resolution of the 19th Thanh Hoa Provincial Party Congress, term 2020-2025, which includes the content "Focus on building advanced new rural areas, model new rural areas. Renovating rural areas towards civilization, green, clean, beautiful", with the condition that the province's state budget resources are still limited, it is necessary to mobilize resources from society to renovate and upgrade infrastructure, focusing on roads in rural and urban areas. At the same time, to overcome the above-mentioned shortcomings and limitations, the Provincial Party Standing Committee requested Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations in the province to organize a "Campaign to donate land to renovate and upgrade infrastructure, focusing on building roads in rural and urban areas in the province".

Giving opinions on the draft Directive, the Deputy Secretaries of the Provincial Party Committee and members of the Provincial Party Committee Standing Committee pointed out lessons learned in the process of mobilizing people to donate land to build new rural areas, especially mobilizing the entire political system and organizations to participate, creating a movement of people donating land. The comrades also cited good practices in implementing propaganda and mobilizing people to donate land in Thanh Hoa city, Trieu Son district, Thieu Hoa district...

Along with that, many opinions suggested that when people donate land, functional departments and branches need to guide Party committees and authorities to pay attention to re-issuing land use right certificates for people; promptly commend and reward typical examples of land donation; the Directive needs to clarify criteria for village roads, alleys, and hamlet roads, specifically goals to strive for in each phase.

In his concluding remarks, Provincial Party Secretary Do Trong Hung highly appreciated the opinions of the Deputy Secretaries of the Provincial Party Committee and members of the Provincial Party Standing Committee who contributed to the draft Directive; at the same time, he highlighted the purpose and significance of mobilizing people to donate land to contribute to the development of the province.
Based on the opinions expressed at the conference, Provincial Party Secretary Do Trong Hung presented the title: "Directive of the Provincial Party Standing Committee on the campaign to donate land for investment, renovation, upgrading, and improvement of infrastructure for road construction in rural and urban areas in a synchronous and modern direction in the province". The Directive needs to have a section evaluating the good work done in donating land in the past time, with data to prove it and highlighting the units and localities that have done well.

Provincial Party Secretary Do Trong Hung stated: In recent years, the work of mobilizing people to donate land to expand traffic routes has been led and directed by Party committees, authorities, the Fatherland Front, and organizations, and has been supported by the people. The results of the process of mobilizing and propagating people to donate land in building new rural areas and investing in building traffic routes in rural and urban areas have basically met the people's travel and trade needs, thereby contributing to promoting socio-economic development...
However, at present, the socio-economic infrastructure system in general, including the transportation system in the province, still has many limitations and shortcomings, especially the commune roads, villages, and alleys that have been built for a long time without drainage ditches, the roadbed has sunk, the road surface has degraded, the width is narrow, making it difficult to travel, not meeting the development and transportation needs of the people in the new conditions.
On the basis of clearly stating the contents and importance of issuing the Directive of the Provincial Party Standing Committee, Provincial Party Secretary Do Trong Hung requested that in the process of developing the Directive, it is necessary to highlight the leadership role of the Party Committee, the administration and management of the government, the participation of the entire political system, especially the leaders, cadres and Party members in implementing the movement. In particular, it is necessary to highlight the role and political, social and humanistic significance of the Directive.
The Directive must clearly state the content of propaganda and mobilization work to create consensus and enthusiasm among the entire Party, people and army; first of all, households currently living along commune, village and hamlet roads understand the benefits of expanding traffic routes. Clearly state the criteria for striving to expand each type of commune, village and hamlet road... And must demonstrate the responsibility of all levels and sectors in the implementation process.
From giving initial comments on the draft Directive, Provincial Party Secretary Do Trong Hung assigned the Provincial People's Committee Party Committee to lead the Provincial People's Committee to direct departments and branches according to their functions to complete the draft Directive and report to the Provincial Party Standing Committee for comments at the Provincial Party Standing Committee Conference in June 2024.

At the conference, the Standing Committee of the Provincial Party Committee gave opinions on many other important contents including: Submission for opinions on the issuance of a Resolution of the Provincial People's Council regulating the prices of medical examination and treatment services not included in the list paid by the Health Insurance Fund but not medical examination and treatment services upon request for medical examination and treatment facilities of the State under the management of Thanh Hoa province; Submission for opinions on amending the tuition fee collection level from the 2023-2024 school year to the 2025-2026 school year stipulated in Clause 2, Article 2 of Resolution No. 287/2022/NQ-HDND dated July 13, 2022 of the Provincial People's Council; Submission for opinions on the issuance of a Resolution of the Provincial People's Council regulating the subjects and levels of support for elementary level training costs and training under 3 months in Thanh Hoa province; Submission for opinions on adjusting the Provincial Housing Development Program.
The Provincial Party Standing Committee also spent time giving opinions on the Report on the Project on reorganizing district and commune-level administrative units in the 2023-2025 period of Thanh Hoa province; Report on the Project on merging Dong Son district into Thanh Hoa city and establishing wards in Thanh Hoa city, Thanh Hoa province; On the plan and level of mobilization to implement the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the 2 years 2024-2025; Report on the results of the appraisal of the List of names proposed to be amended, updated, and added to the Bank of names of streets, roads, and public works in the province; It is expected to hold a conference to summarize 10 years of implementing Resolution No. 33-NQ/TW of the Party Central Committee (11th tenure) on building and developing Vietnamese culture and people to meet the requirements of sustainable development of the country and many other important contents.
