In recent years, when the revolutionary cause of our Party, State and People has won, the hostile, reactionary and opportunistic political forces have become more and more indignant. They have stepped up their efforts to distort and sabotage the ideological foundation of our Party with increasingly sinister plots and sophisticated tricks. To protect the Party's ideological foundation, on October 22, 2018, the 12th Politburo issued Resolution No. 35-NQ/TW on "Strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation".
Resolution No. 35-NQ/TW particularly emphasizes the important role of the press and media in the work of building and protecting the Party. That is, promoting the combined strength of press, publishing and media agencies; comprehensively applying propaganda forms, closely combining with innovation, improving the quality and effectiveness of oral propaganda, foreign propaganda, propaganda on the Internet, social networks and other media channels, contributing to firmly protecting the Party's ideological foundation, effectively fighting against erroneous and hostile viewpoints.
The 13th National Congress of the Party continued to emphasize one of the important tasks of the press in the new situation: "Strengthening the management and development of all types of media and information on the internet. Resolutely fighting and eliminating toxic, distorted, reactionary products and information that negatively affect political and social stability and good customs and traditions".
After nearly 5 years of implementing Resolution No. 35-NQ/TW and more than 2 years of implementing the Resolution of the 13th National Congress of Delegates, the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints in our country has achieved a number of important results with outstanding marks.
Party committees and organizations in the entire political system have quickly grasped, thoroughly grasped, and directed the implementation in a unified and synchronous manner, becoming a regular task of each cadre and party member. That spirit has spread throughout society in many forms, thereby contributing to arousing the will and promoting the great solidarity of the entire nation. That result has a significant contribution from the press and propaganda agencies, including the World and Vietnam Newspaper.
However, on the current political and ideological front, our country's press is also facing many difficulties and challenges. Faced with the negative impacts of the market economy and the globalization process, some press agencies tend to commercialize, pursue profits, emphasize materialism, and move away from the principles, goals, and noble missions assigned by the Party, the State, and the people.
Some press agencies still lack political sensitivity, have not performed well their ideological and cultural functions, have shown signs of deviating from the Party's leadership, the State's management, from its principles and purposes, provide dishonest and inaccurate information, and rarely promote advanced models, good people, and good deeds...
In the process of carrying out the task of protecting the Party's ideological foundation, many press agencies and journalists have encountered many difficulties due to lack of information, protection mechanisms, and coordination mechanisms. It is worth noting that some press agencies have not dared to directly fight against wrongdoing, reactionary, and distorting elements; and have not invested appropriately in this work.
There are many shortcomings in providing information to the press on the fight against erroneous and hostile views and the protection of the Party's ideological foundation. There is much information that the press does not have access to or is not aware of.
Journalists who participate in the fight against false and hostile views accept great danger and risk. But the mechanism to protect them is not tight.
To continue promoting the role of the press in the fight against erroneous and hostile viewpoints, it is necessary to resolutely and persistently carry out effectively the main tasks and solutions set out in Resolution No. 35-NQ/TW of the Politburo. In particular, special attention should be paid to the following solutions:
Firstly, strengthen the work of educating revolutionary ethics, enhance the responsibility of journalists. Closely combine the work of managing and educating cadres, party members, and the masses with the work of inspecting and supervising party members in press agencies. Regularly monitor and check the ethical qualities, professional skills, political responsibility, social responsibility, awareness of law compliance and code of conduct of journalists. Pay attention to fostering the political mettle and professional qualifications of reporters and editors; supervise the implementation of professional ethics regulations of Vietnamese journalists.
Second, press agencies need to maintain well the special pages and columns "Protecting the Party's ideological foundation"; "Preventing and combating "peaceful evolution", "self-evolution", "self-transformation"; "Studying and following Ho Chi Minh's ideology, morality and lifestyle"; "Fighting against erroneous and hostile viewpoints"...
Third, improve the quality of articles that fight and refute with scientific arguments and high persuasiveness. Closely link the requirement to protect the Party's ideological foundation, fight and refute wrong and hostile views on training, fostering and educating cadres, party members, trainees and students, on organization, cadre work, internal protection, and building a clean and strong party organization.
Fourth, closely combine direct and indirect combat measures; proactively provide information and coordinate with press agencies to write articles to fight against erroneous and hostile views on the Internet and social networks.
It is necessary to focus on building a team of writers in these columns who have the courage, intelligence, capacity, methods and skills of journalism, have depth of thinking, have a broad vision, have the ability to promptly grasp newly arising issues, have good writing style and technique to write profound and convincing articles, clarify and firmly protect the Party's ideological foundation.
Fifth , it is necessary to strengthen coordination between press agencies and functional agencies of the Party and State in implementing Resolution 35-NQ/TW to provide information and promote the strengths of each press agency on the front of fighting against erroneous and hostile viewpoints.
