
Pursuant to Official Dispatch No. 156/CD-TTg dated September 3, 2025 of the Prime Minister on focusing on overcoming difficulties in educational institutions to ensure conditions for students to start the new school year; Official Dispatch No. 8227/VPCP-KGVX dated September 3, 2025 of the Government Office on organizing the Opening Ceremony of the new school year 2025-2026, the Chairman of the Provincial People's Committee requests directors of departments; heads of provincial-level departments and branches; Chairmen of People's Committees of communes and wards, according to their functions, tasks and authority, to proactively and promptly implement related contents; coordinate with the Department of Education and Training to promptly implement the Prime Minister's instructions in the above Official Dispatch; the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 31/CD-UBND dated August 27, 2025 on focusing on overcoming the consequences of storm No. 5, preparing for the opening of the 2025-2026 school year, Official Dispatch No. 36/CD-UBND dated September 3, 2025 on urgently repairing educational and medical facilities damaged by natural disasters, ensuring learning conditions for students and medical examination and treatment for people and the province's directive documents on related contents.

Ha Tinh students join special opening ceremony
The Chairmen of the People's Committees of communes and wards directly direct and organize a specific review of the work of overcoming and repairing educational facilities affected by storms No. 5 and No. 6 in the area; take responsibility for continuing to mobilize maximum resources and forces in the area (especially the police, military, youth union, etc.) to urgently speed up the progress to repair and complete damaged schools, schools with blown roofs, unsafe schools, repair desks and chairs, supplement books, equipment and learning materials for students; ensure safety, adequate conditions for organizing the opening ceremony and basic learning conditions for students. Absolutely do not let students lack schools, classes, teachers, books, equipment and learning materials. For collapsed schools, schools with severe damage that have not been restored or are not safe, there must be an immediate plan to arrange temporary opening and learning locations for students. Request to be completed by September 4, 2025.
Report to the Provincial People's Committee on the implementation results of the above contents before 2:00 p.m. on September 4, 2025 (and at the same time send to the Department of Education and Training for synthesis and reporting to the Chairman of the Provincial People's Committee before 3:30 p.m. on September 4, 2025).
The Director of the Department of Education and Training directly directs and is responsible for organizing a specific review of the work of repairing and restoring educational facilities under his management that were affected by storms No. 5 and No. 6 to ensure a good organization of the Opening Ceremony and learning conditions for students. Coordinate with the People's Committees of communes and wards to direct, guide and urge preschool and general education facilities, vocational schools, and Continuing Education and Vocational Education Centers to actively, urgently and promptly prepare relevant conditions to organize the opening ceremony of the 2025-2026 school year and learning conditions for students in accordance with the requirements and plans of the Ministry of Education and Training and the directives of the Provincial People's Committee; have proactive and timely plans to support books, notebooks, teaching equipment and learning materials for educational facilities damaged by natural disasters. Responsible for urging the People's Committees of communes and wards to seriously and fully implement the instructions in items 1 and 2 above; summarize the implementation results and report to the Provincial People's Committee before 3:30 p.m. on September 4, 2025 .
The Department of Health urgently directed and assigned its affiliated units to send staff to support flooded educational institutions with measures to handle the environment, disinfect, sterilize, and ensure clean water sources, especially at educational institutions with boarding and semi-boarding facilities; prepare enough necessary chemicals and deploy epidemic prevention measures to prevent outbreaks and spread of epidemics inside and outside schools.
The Provincial Military Command and Provincial Police continue to mobilize forces to support communes and wards affected by natural disasters in cleaning classrooms, repairing damaged schools, and overcoming consequences to ensure the opening ceremony and study of students.
Departments, branches, sectors, the Fatherland Front Committee and provincial-level organizations coordinate with the Department of Education and Training and People's Committees of communes and wards to implement the above contents; strictly implement the information and reporting regime according to regulations.
Requesting heads of agencies, units, and chairmen of People's Committees of communes and wards to urgently implement the above contents and tasks. Assigning the Department of Education and Training to monitor, urge, inspect, and synthesize the implementation of this telegram, and report to the Chairman of the Provincial People's Committee and the Provincial People's Committee according to the above schedule.
