Provincial Social Insurance strives to complete its tasks in 2023

During the first 8 months of 2023, the Provincial Social Insurance (PSI) has been proactive, focused all resources, and deployed many solutions to well perform assigned tasks.

Right from the beginning of the year, closely following the direction of the Provincial People's Committee, Vietnam Social Security, the Provincial Social Security has focused on exploiting and developing potential groups of people to participate in social insurance, health insurance (HI), especially voluntary social insurance, family health insurance; increasing revenue, reducing debt. Ensuring social insurance, health insurance benefits for participants and beneficiaries; paying pensions and social insurance benefits promptly, safely, and in accordance with regulations; effectively managing and using social insurance and health insurance funds; strengthening inspection and examination work. By the end of August 2023, there were 43,594 participants in compulsory social insurance, reaching 96.64%, an increase of 4.64%; 38,611 people participating in unemployment insurance (UI), reaching 96.27%, an increase of 5.23%; 4,986 people participating in voluntary social insurance, reaching 53.16%, a decrease of 8.38%; 541,932 people participated in health insurance, reaching 97.51%, an increase of 1.04% over the same period in 2022. The health insurance coverage rate of the whole province reached 90.52% of the population. Total revenue from social insurance, health insurance, and unemployment insurance reached 839.02 billion VND, reaching 61.53% of the plan, 8.75% higher than the same period in 2022. In 8 months, the whole industry paid health insurance examination and treatment costs for 916,463 people with an amount of 417.88 billion VND. In addition, the industry promoted inspection and examination of 22 cases/97 units, reaching 87% of the plan assigned by Vietnam Social Security. Through inspection and examination, the debt collection of social insurance, health insurance, and unemployment insurance for units amounted to 1,363/1,777 million VND, reaching 76%; Urge to implement the inspection conclusions of previous years in the amount of 2,146 million VND.

Mr. Vo Thanh Trung, Deputy Director of the Provincial Social Insurance, said: To complete the political tasks of 2023, in the last 4 months of the year, the industry will continue to improve the effectiveness of management and collection of late payment of social insurance, health insurance, and unemployment insurance. Continue to develop scenarios and solutions for developing social insurance, health insurance, and unemployment insurance participants in accordance with the practical situation and resolutely deploy and implement them. Proactively control health insurance medical examination and treatment costs; monitor the use of health insurance medical examination and treatment funds at each medical examination and treatment facility. Continue to promote administrative procedure reform, implement the tasks of Project 06 of the Government; strengthen inspection and examination of units showing signs of late payment, abuse of social insurance and health insurance funds, and sanction violations according to regulations; at the same time, focus on training in skills and expertise, especially in health insurance inspection, appraisal, and communication.

Regarding limitations such as the number of participants in social insurance, health insurance, and unemployment insurance has not met the assigned target, the number of participants in voluntary social insurance is low at 53.2%; the amount of late payment is still high, accounting for 4.2% of the amount to be collected, 1.24% higher than the target of striving to reduce debt assigned by Vietnam Social Security. The industry has proposed specific solutions: Strengthening the advisory work, coordinating with local Party committees and authorities to have the participation of all levels and sectors in propagating social insurance and health insurance policies. Reviewing and analyzing data provided by the Tax Department, the Department of Planning and Investment with data managed by the Social Security agency to accurately determine the number of units and employees who are subject to compulsory social insurance but have not participated, thereby building a plan to exploit and develop appropriate participants; providing service organizations with information on unemployment benefit beneficiaries and employees who have terminated their labor contracts at enterprises that have not participated in compulsory social insurance to develop voluntary social insurance participants. Coordinate with the Department of Labor - Invalids and Social Affairs to conduct inter-sectoral inspections, focusing on surprise inspections of units that are late in paying social insurance and health insurance for 3 months or more according to regulations. Proactively coordinate with departments, branches, sectors, associations, unions, party committees, and local authorities to promote communication work on social insurance policies to raise awareness and consciousness of employers to register for social insurance for employees in many appropriate forms, focusing on direct conferences in residential areas, directly to each household such as: Non-professional cadres, members of associations, unions, cooperative members, market management boards, individual business owners, families doing traditional occupations in craft villages to propagate and mobilize people to participate in voluntary social insurance; organize seminars and direct dialogues on social insurance and health insurance policies with employees and people. Continue to innovate communication activities, diversify forms of communication on policies and laws on social insurance, health insurance, and unemployment insurance on social networks. Determined to complete political tasks in 2023, contributing to promoting economic growth and ensuring social security in the province.
