Real estate company director in Dong Nai arrested after nearly 1 year on the run

On December 31, the Investigation Police Agency of Dong Nai Province Police informed that the Economic Police Department of the Provincial Police coordinated with Da Nang City Police to arrest Nguyen Thanh Luan (born in 1990, residing in Hamlet 9B, Vi Binh Commune, Vi Thuy District, Hau Giang Province) for the crime of "Fraudulent appropriation of property".

According to the Dong Nai Provincial Police Department, Nguyen Thanh Luan is the Director of Dai Loc Phat Real Estate Trading and Services Joint Stock Company. Luan is also a special wanted subject for particularly serious crimes as prescribed in Clause 4, Article 174 of the 2015 Penal Code.

Previously, on January 24, 2022, the Investigation Police Agency of Dong Nai Province Police issued a decision to prosecute the criminal case of "Fraudulent appropriation of property" that occurred in Dong Hoa commune, Trang Bom district.

Investigation results determined that Nguyen Thanh Luan is the Director and legal representative of Dai Loc Phat Real Estate Trading and Services Joint Stock Company.

During the period from December 2019 to October 2020, Nguyen Thanh Luan established two residential projects "Dong Hoa 2" and "Dong Hoa 3" without permission from competent State agencies, then arbitrarily divided the plots, forged certificates of land use rights, house ownership rights and other assets attached to the land, and transferred them to many individuals in need to appropriate a total amount of about 2.7 billion VND.

On January 10, 2023, the Investigation Police Agency of Dong Nai Province issued a decision to prosecute and arrest Nguyen Thanh Luan for temporary detention. The decisions and orders of the Investigation Agency were approved by the Provincial People's Procuracy. However, Nguyen Thanh Luan fled the locality. On January 19, the Investigation Police Agency issued a wanted notice for Nguyen Thanh Luan.

Previously, Dong Nai Provincial Police also arrested Truong Van Nam (born in 1959, from Nghe An province) when Nam was hiding in Bien Hoa city after more than 20 years of being wanted for "Fraudulent appropriation of property".

Specifically, in March 1990, Nam was sentenced to 9 years in prison by the People's Court of Nghe An province for theft. While serving his sentence at Prison No. 6 of the Ministry of Public Security, Nam escaped from prison in early September 1990 and was wanted. After that, Nam used a fake name to escape to his mother's hometown in Do Luong district, Nghe An province to live.

In 2002, Mr. Nam went to Ho Chi Minh City to work as the Director of a company specializing in purchasing cement, iron, and steel. In 2002, Mr. Nam purchased goods in large quantities, but did not pay for them, then embezzled them, and fled, and was wanted by Ho Chi Minh City Police.

Later, Mr. Nam was discovered and arrested by Dong Nai police while hiding in Hoa An ward, Bien Hoa city.
