Start working immediately upon entering the province

49 years ago, Quang Binh, Quang Tri and Thua Thien Hue provinces merged into Binh Tri Thien province. At that time, Mr. Mai Xuan Thu (born in 1950, former Vice Chairman of the Provincial People's Committee, former Head of the Mass Mobilization Committee of Quang Binh Provincial Party Committee) and many other officials were eager to work in Hue. Here, he received the care and enthusiastic help from Hue officials and people, thanks to which he quickly got to work, continued to train, contribute and grow.

Before 1974, young Mai Xuan Thu worked at a cooperative in Le Thuy district (old). During his work, he demonstrated his ability and enthusiasm for his work, so he was transferred to work at Quang Binh Provincial Youth Union, holding the position of Deputy Head of the Agriculture Department. After the liberation of the South, in 1976, Quang Binh, Quang Tri and Thua Thien Hue provinces merged into Binh Tri Thien province. At that time, the cadres and people of the three provinces were extremely excited, especially the youth. The luggage of the cadres going to Hue to work was a few old clothes and a heart full of enthusiasm.

After arriving in Hue , although the province still faced many difficulties, the cadres were still arranged accommodation, worked very thoughtfully, helping them to quickly settle down and get to work. On June 16-17, 1976, the Provincial Youth Union Executive Committee held the first meeting to set out tasks for the Youth Union and the provincial Youth movement, consolidate the Youth Union organization to be strong in all aspects, unite all classes of youth into revolutionary shock troops...

When the organization was stable, the Provincial Youth Union launched revolutionary action campaigns, working with the people to overcome the consequences of war and restore the economy . A typical example is the "Binh Tri Thien uprising" campaign launched by the Provincial Youth Union, attracting a large number of young people to participate. The campaign focused on four main spearheads, including: irrigation, land reclamation, fertilizer and vegetable growing. After only one week of implementation, the campaign achieved impressive results: Over 100,000m3 of soil was dug up, 37 dykes over 38km long were dredged, 2,548ha of production land were reclaimed, 310 tons of green manure were collected and produced...

After the province was split, Mr. Mai Xuan Thu moved back to Quang Binh (old) to hold the position of Chief of the Provincial Party Committee Office, Vice Chairman of the Provincial People's Committee, Head of the Provincial Party Committee's Mass Mobilization Committee, and then retired. According to him, in any period, after the province is merged, it is necessary to arrange accommodation and meals for cadres coming from far away; arrange cadres scientifically, according to their abilities, strengths, and impartially. When receiving new tasks, cadres must immediately get to work, be ready to commit, not afraid of hardships in the new land to work and contribute. Cadres and people from different places must unite, love, and help each other in work and life... If these issues are done well, everything will become smooth, the province's socio-economy will develop, and the province's politics will become increasingly stable...

One of the memorable marks of the youth of Binh Tri Thien at that time was the mobilization of forces to participate in the construction of the Nam Thach Han irrigation project. Although it was a large-scale project, the construction mainly relied on human power and rudimentary means. At times, the number of permanent troops on the construction site reached tens of thousands of young people.

At that time, the Provincial Youth Union sent Mr. Mai Xuan Thu and a Deputy Secretary to directly direct and encourage the youth to work on the construction site. In 3 years (1977-1980), the Nam Thach Han irrigation project was basically completed. In addition to the main dam, the entire project also has 16.4km of main canal, hundreds of small canals, ensuring irrigation for 9,000 hectares of winter-spring rice and nearly 5,500 hectares of summer-autumn rice in the area.

Mr. Thu shared: “At that time, all of us Youth Union cadres were enthusiastic and active in the grassroots to both direct and carry out campaigns and movements with the youth. Wherever we went, the people and union members considered us as family and blood brothers. Therefore, we volunteered to go to new lands to work, gain experience, and accompany the youth and people in socio-economic development.” With his own efforts and enthusiasm for work, in 1978, Mr. Mai Xuan Thu was elected to hold the position of Head of the Provincial Youth Union's Agriculture Department; in 1981, he was elected to hold the position of Deputy Secretary of the Binh Tri Thien Provincial Youth Union.

During this period, Mr. Mai Xuan Thu, together with the Executive Committee and the Standing Committee of the Provincial Youth Union, always demonstrated solidarity and unity, carried out many exciting activities, and actively contributed to healing the wounds of war and developing the province's socio-economy. In the economic field, thousands of young people received land as contracts and sold hundreds of tons of food to the State outside of their obligations.

Movements such as: Youth saving, creativity, participating in protecting the Fatherland, Youth Union and Pioneer movements in schools... were effectively implemented. In 1985, the youth of the whole province produced 4.5 million tons of fertilizer, built 24 district-level irrigation works. In the following years, Youth Union chapters at all levels closely followed the resolutions of the province and the Central Youth Union, redirecting movements to developing industrial crops for export, purchasing seafood for export...

After 14 years of dedication to the Youth Union movement of Binh Tri Thien province, despite many changes in international and domestic conditions, under the light of the Party, the close direction and attention of Party committees and authorities at all levels, Mr. Mai Xuan Thu as well as the youth of the whole province have contributed significantly to the socio-economic development of the province.
