On August 15, 2023, Mr. NVT, born in 1982 in Hoang Son village, Thai Duong commune (Binh Giang), was fined by Hanoi City Police for having an alcohol concentration exceeding 0.4 milligrams/liter of breath while still riding a motorbike on the street. In addition to being fined, Mr. T. also had his A1 driver's license revoked for 23 months from August 23, 2023 to July 23, 2025. Although his driver's license was clearly "suspended", on March 27, 2024, Mr. T. went to the Provincial Public Administration Service Center to report the loss of his driver's license and requested the Provincial Department of Transport to reissue it. After looking up information from the authorities, the Department of Transport sent a dispatch to the Traffic Police Department, Hanoi City Police, and the response from this unit "exposed" Mr. T.'s fraudulent behavior.

On June 17, 2024, the Hai Duong Department of Transport issued a decision to revoke and cancel Mr. NVT's driver's license for a period of 5 years from June 17, 2024 to June 17, 2029.

After the revocation period, if there is a need to reissue a driver's license, people must study and take the test as in the case of first-time driver's license issuance.

Similarly, on May 18, 2023, Mr. NVĐ. born in 1988, in Phu Loc village, Cam Vu commune (Cam Giang) drove a car into a restricted area and was recorded by the Traffic Police - Order Team, District 11 Police ( Ho Chi Minh City). On May 24, 2023, District 11 Police issued a decision to fine Mr. D. VND 2.5 million and apply an additional penalty of revoking his driver's license for 2 months from May 24, 2023 to July 24, 2023.

The fine was not heavy, the license suspension period was only 2 months, but this guy was like "a donkey likes heavy things" and after more than 1 year since the date of punishment, he did not comply. On February 5, 2024, Mr. D. went to the Hai Duong Provincial Public Administration Service Center to report the loss and submitted an application for reissuance of his driver's license. But "thin cloth cannot cover the eyes of the saint", this guy also had his driver's license revoked and the original file was canceled by the Hai Duong Department of Transport, and he was "banned" from driving for 5 years from May 21, 2024 to May 21, 2029.

On average, the Department of Transport reissues about 300 driving licenses each month. In just 6 months of 2024, the Hai Duong Department of Transport issued a decision to revoke driving licenses for 8 cases of false declaration of loss to get a driving license reissued and is verifying nearly 10 other cases. In 2023, the Hai Duong Department of Transport issued a decision to revoke driving licenses for 6 cases.

Among those who falsely declare the loss of their driver's license to obtain a driver's license, there are those who intentionally violate the law. There are cases where due to lack of knowledge or because they are incited by others, they think that if they violate the law and have their driver's license detained or revoked in another province, they can reapply for a new license when they return to their locality because the driver's license issuing agency may not have the information.

According to regulations, those who falsely declare the loss of their driver's license in order to have their driver's license reissued will be severely punished. Therefore, the Department of Transport recommends that people whose driver's license is temporarily detained or revoked by the authorities due to violations of traffic order and safety absolutely must not listen to incitement or come forward to falsely declare the loss in order to request a reissue of their driver's license.

Mr. Vu Duc Hanh, Deputy Director of the Hai Duong Department of Transport, said that currently all information on temporary detention or revocation of driving licenses due to violations of traffic order and safety is posted on the violation information page of the Traffic Police Department, Ministry of Public Security and the Roads Department, Ministry of Transport. On the other hand, according to current regulations, when issuing decisions on administrative sanctions related to temporary detention or revocation of driving licenses, functional forces must notify the driving license issuing agency, the Department of Transport. Therefore, the driving license issuing agency has full information on violations and temporary detention or revocation of driving licenses of citizens nationwide.
