Binh Thuan: Many voters are interested in unemployment insurance and black credit.

On the morning of October 10, the National Assembly Delegation of Binh Thuan province coordinated with the Binh Thuan Provincial Labor Federation to organize a thematic meeting with voters and workers before the 8th session of the 15th National Assembly to listen to the aspirations of workers and record and synthesize recommendations and issues raised by voters in the process of implementing the Party's policies and the State's laws and policies to report and reflect at the upcoming National Assembly session.

According to voter Nguyen Van Hieu, who works at Binh Thuan Export Company, the current way of calculating social insurance is not suitable. Specifically, for those working in the state, it is the last 60 months. For those working outside the state, it is calculated on average from 1994 onwards. Employees also pay insurance, however, the different calculation method of average payment time leads to disadvantages for employees outside the state sector.

In addition, Mr. Nguyen Van Hieu suggested that the government needs a mechanism to resolve the issue of health insurance coverage. The Health Insurance Law must be service-oriented and not a "request-giving" type.

Therefore, expanding medical examination and treatment facilities with health insurance aims to increase competitiveness and choice. Currently, unemployment insurance is higher than pension. Because unemployment insurance is 60% of final salary, while pension is the average work. Therefore, many workers will choose to retire 1 year earlier than the retirement date to enjoy this unemployment insurance regime. Voters recommend a more reasonable way to calculate pension and unemployment insurance.

Voter Tran Thi Mong Van said that workers want to increase the unemployment benefit from 60% to 75% of the maximum pension level to create conditions to support workers to have a minimum living standard when losing their jobs, becoming unemployed and limit the one-time withdrawal of social insurance of workers. Because the current unemployment benefit level is still low, it does not ensure the minimum living standard of workers.

Currently, the situation of black credit is complicated, voter Duong Thi Hoa Binh is upset, asking agencies to strengthen the fight, limit and destroy black credit organizations and have specific solutions so that workers and laborers can quickly access legal capital sources to borrow when in urgent need.

In addition, workers want to borrow capital to support job creation with preferential interest rates. Voters suggest that the National Assembly consider whether the job creation credit policy has really reached the hands of workers who really need it, and whether it has supported the right people and the right subjects?

Ms. Doan Thi My Thach said that Binh Thuan province has a social housing project for workers, but currently workers have not been able to access it. Therefore, voters hope that the National Assembly Delegation of the province will recommend that all levels pay attention to creating conditions for workers to rent or buy social housing.

For workers in industrial zones, who are mainly direct workers in manufacturing enterprises, they are often more exhausted than office workers. Currently, the retirement age for women is 60 years old, and for men it is 62 years old. Voter Nguyen Thi Hong Hoa commented that this regulation is not suitable for those who are direct workers because it does not ensure health for work. Currently, enterprises reduce orders and older workers are often the first to retire. Therefore, many people really hope that the state will have regulations to reduce the retirement age for direct workers, contributing to limiting the withdrawal of social insurance at one time and workers have the opportunity to receive pensions to cover their old age. Therefore, the National Assembly considered reducing the retirement age of direct workers to the previous level of 60 years old for men and 55 years old for women. At the conference, voter Tran Ngoc Phuc said that cadres, union members and workers were very excited and highly agreed with the content of the draft Law on Trade Unions (amended) with the regulation: "The Vietnam General Confederation of Labor decides the number of full-time trade union cadres who work under labor contracts in specialized agencies of trade unions and grassroots trade unions in accordance with the requirements of the tasks". However, according to the provisions of the Law on Civil Servants, trade union cadres who grow up from the grassroots, in the workers' movement, have little chance of becoming full-time trade union cadres. The reason: the regulation that full-time trade union cadres are civil servants. To become a full-time trade union cadre, one must take part in the recruitment exam or selection according to the Law on Civil Servants, which will certainly encounter many difficulties.

This has been specified in the housing law, allowing the General Confederation of Labor to implement rental housing projects for workers. This is a condition for workers across the country to rent houses at preferential prices. Mr. Nguyen Huu Thong, Deputy Head of the National Assembly Delegation of Binh Thuan Province, the Delegation has acknowledged the opinions, proposals, and dedicated contributions of workers and laborers. For recommendations beyond local authority, the National Assembly Delegation of Binh Thuan Province will synthesize, research, and send them to the National Assembly so that amended laws can be promulgated to overcome the limitations and shortcomings of current laws, better ensuring the rights of cadres, union members, and laborers.
