The Tan Trao Industrial Park Infrastructure Development Investment Project is invested by Vinhomes Hai Phong Industrial Park Investment Joint Stock Company. The project covers an area of nearly 227 hectares, located in Kien Hung and Nghi Duong communes, with a total investment of more than VND4,000 billion in phase 1.
Tan Trao Industrial Park will be built in 5 years, from the second quarter of 2025 to the end of the second quarter of 2030. After completion, the industrial park will become a major center of new industry and technology with advanced technical infrastructure, attracting investment in many industries such as: electricity, electronics, telecommunications, pharmaceuticals, supporting industries, new materials, clean energy industry, renewable energy... In particular, this place will gather tens of thousands of high-quality human resources from across the country and internationally.
With its scale, location and synchronous development orientation, Tan Trao Industrial Park will be one of the new growth drivers contributing to increasing investment attraction for Hai Phong and becoming a model industrial center of the country.

The Hai Phong LNG Thermal Power Plant construction project is located on the land of Tan Trao Industrial Park, invested by a consortium of investors Vingroup Corporation - Joint Stock Company and VinEnergo Energy Joint Stock Company, with an area of nearly 100 hectares and a total capital of more than 178,000 billion VND.
The project will be built in 5 years, expected to be operational by the end of 2030. The plant will provide about 9.6 billion kWh/year (phase 1) and 19.2 billion kWh/year (phase 2), both meeting the electricity demand for production in the entire Tan Trao industrial park and adding a large capacity source to the national grid, supporting the regulation of the grid system and reducing dependence on traditional energy sources.
The plant has a designed capacity of 4,800 MW (phase 1: 1,600 MW, phase 2: 3,200 MW). This will be the largest thermal power plant in Vietnam - according to the Government's Power Plan VIII and is among the world's leading LNG power plants.

Not only contributing to the development of industries and fields, the two projects also have a spillover effect on the economy and society, promoting the development of the southern coastal economic zone of Hai Phong; contributing to promoting the potential and strengths of Hai Phong, attracting domestic and foreign investors, creating new growth drivers for the city.
Upon completion, the two projects will create significant industrial production value, contributing to GRDP growth and budget revenue. The implementation of the projects will create thousands of jobs for workers.
Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Hai Phong City Le Ngoc Chau said that from July 1, 2025, Hai Phong city was established on the basis of merging Hai Phong city and Hai Duong province, with an area of nearly 3,200 km2, a population of over 4.6 million people, and the third largest economic scale in the country. The new context opens up a large development space, connecting modern seaport cities with rich agricultural areas, diverse industry - services and rich traditional craft villages; creating a harmonious combination of tradition and modernity, bringing outstanding advantages in international seaports, synchronous strategic traffic infrastructure, key industrial parks - economic zones; abundant labor resources and unique cultural identity of the heroic Port city, the cultured Eastern land.

In the first 9 months of 2025, Hai Phong's economy continued to maintain positive growth momentum compared to the same period in 2024, specifically: GRDP increased by 11.59%; industrial production index increased by 15.06%; total budget revenue reached 145.6 trillion VND, up 30.6% (of which domestic revenue was 80,856 billion VND, up 41.4%; import-export revenue was 61,887 billion VND, up 21%); total realized investment capital was 223,985 billion VND, up 16.5%; cargo output through the port reached 139 million tons, up 12.4%; export turnover reached 36 billion USD, up 6.2%; domestic investment attraction reached 365 trillion VND, 11.9 times higher than the same period; Attracted nearly 11.87 million tourists, up 29%; tourism revenue reached 12,354 billion VND. Organized groundbreaking and inauguration of 24 major, key projects of the city with a total investment of more than 64 trillion VND.
Immediately after the merger, on July 15, 2025, the City successfully organized the Hai Phong City Investment Promotion Conference 2025 on the sidelines of the ABAC 3 meeting, with the theme "Hai Phong - Strategic Destination of the New Era". At the conference, the city granted Investment Registration Certificates to 32 projects and signed 7 investment cooperation memorandums with a total registered and committed capital of over 15.6 billion USD.

Speaking at the event, Prime Minister Pham Minh Chinh emphasized that our country is implementing two 100-year goals (by 2030 and 2045) in a context of more difficulties and challenges than opportunities and advantages, with the regional and world situation evolving rapidly, complicatedly and unpredictably. In that context, the Prime Minister stated that we must become stronger, develop quickly and sustainably, maintain independence, autonomy and strategic initiative in the development process.
Recently, to continue implementing and concretizing the Party Platform and the Resolution of the 13th Party Congress, the Politburo has issued "pillar" resolutions on science and technology, private economy, integration, law making and enforcement, education, health care, energy, etc. Meanwhile, Hai Phong is one of the leading localities in innovation, continuously maintaining double-digit growth for many years and pioneering in many fields.

The Prime Minister assessed that the two projects that have been started are of great importance in the context that we are promoting economic restructuring, renewing the growth model, and developing based on green economy, digital economy, science and technology, and innovation. The two projects will contribute to industrial development, attracting selective foreign investment with high technology, modern management, training high-quality human resources; developing green energy, and responding to climate change.
Welcoming Hai Phong for promptly and actively implementing the Party's policies and guidelines, calling for investment, and mobilizing resources in key areas, the Prime Minister requested ministries and branches to continue to support Hai Phong, and to continue promoting the spirit of "saying and doing", "not saying no, not saying difficult, not saying yes but not doing", especially in site clearance, implementing procedures, creating favorable conditions for businesses with the spirit of all for the common good, not allowing corruption, negativity, and waste to occur.

The Prime Minister hopes that the Tan Trao Industrial Park project will be implemented quickly, attracting selective, high-tech investment; the LNG thermal power project needs to gradually transfer technology and strive to inaugurate 1 year earlier.
