The telegram was also sent to the National Power System and Electricity Market Operation Company; corporations and general companies in the industry and trade sector; owners of hydroelectric dams and mineral exploitation projects in the provinces and cities of the mountainous and midland regions of the North, the Red River Delta, and the North Central region.
The content of the telegram clearly states that this is a very strong storm (currently reaching super typhoon level and will continue to maintain super typhoon level in the next 24 - 72 hours when operating in the East Sea), the range of strong winds is very wide (from the 18th parallel northwards there are very strong winds), especially need to be careful of thunderstorms before the storm directly affects (even when the storm center is still about 300 - 400 km away).
Implementing the Prime Minister's Official Dispatch No. 170/CD-TTg dated September 22, 2025, to proactively respond to super typhoon RAGASA early and from afar, ensuring the safety of people's lives and minimizing property damage, following Official Dispatch No. 7149/CD-BCT dated September 22, 2025, the Minister of Industry and Trade requested Heads of units in the industry and trade sector to focus on leading and directing the prevention and response to super typhoon RAGASA in the most drastic spirit, proactively taking response measures at the highest level, anticipating the worst scenario with the highest spirit and responsibility under the direction of the Prime Minister and local authorities, and urgently and strictly implementing the tasks.
Accordingly, the Minister of Industry and Trade requested the Departments of Industry and Trade of provinces and cities to continue to strictly implement the Prime Minister 's Official Dispatch No. 170/CD-TTg dated September 22, 2025, and Official Dispatch No. 7149/CD-BCT dated September 22, 2025 of the Minister of Industry and Trade. Specifically, hydropower dam owners deploy dam and reservoir protection; prepare forces, materials and equipment to respond to incidents; comply with inter-reservoir and single-reservoir operating procedures; strengthen inspection and timely inform downstream areas before releasing floodwaters.
Check the safety of mineral exploitation activities and power grid systems; require production facilities, especially in coastal areas, flash floods and landslides, to have plans to protect people and property, and reserve means and materials to respond to natural disasters. Advise the Provincial People's Committee to direct the suspension of construction of industrial, hydroelectric, and mining works in areas at risk of flash floods and landslides; evacuate people, machinery, and materials to safe places; ensure communication for rescue.
At the same time, market management: strengthen inspection and handling of speculative behavior, hoarding, and unreasonable price increases; ensure supply of essential goods before, during, and after natural disasters.
For the National Electricity System and Market Operator (NSMO), develop an operational scenario to respond to major incidents caused by natural disasters, with technical reserves to stabilize the system. Coordinate with the hydropower reservoir management unit to update the hydrological situation, prioritize mobilization and lowering of reservoir water levels to prevent floods, ensure safety of works and downstream areas; regulate according to inter-reservoir and single-reservoir procedures and instructions from competent authorities. In addition, thoroughly implement operational discipline, strengthen leadership, be ready to handle all situations as well as ensure smooth communication with power generation and transmission units to coordinate in troubleshooting. Closely monitor storm developments, proactively adjust and reduce transmission capacity when necessary to minimize damage.
Vietnam Electricity Group directs power units and hydropower dam owners to prepare human resources, materials and means according to the "4 on-site" principle, ready to quickly restore power supply after storm RAGASA. Strictly implement the requirements in the Telegram, especially for hydropower projects; strengthen inspection and handling of weak points on the grid; reinforce and prevent pole collapse, clear the line corridor; prepare resources to overcome incidents, ensure safe and timely power supply. On the other hand, coordinate with the Department of Industry and Trade to inspect the safety of dams, especially weak dams or dams under construction or repair; ensure safe operation of hydropower reservoirs.
Vietnam National Oil and Gas Group (PVN) has deployed a plan to respond to the super typhoon, for ships, oil and gas projects at sea and on land; ensuring the safety of people and property, quickly restoring production. Cooperating with authorities to evacuate people and vehicles to safe places. Checking and strengthening storm prevention measures at oil and gas projects, especially in the North and Central East Sea.
Vietnam National Coal and Mineral Industries Group (TKV) inspects the safety of mines, waste dumps, and reservoirs; prevents landslides and floods; promptly handles incidents. Review plans for natural disaster response, rescue, and relief; be ready to deploy when situations arise. Urgently inspect preparations at underground mines, open-pit mines, and critical waste dumps; proactively develop plans to protect works and nearby residential areas during heavy rain and floods.
In addition, the telegram also specifically directed the Vietnam National Petroleum Group, the Vietnam Chemical Group, hydroelectric dam owners and mineral exploitation units to take proactive response measures to ensure safety for people, property, dam safety, etc., and be ready to respond in emergency situations.
The Department of Industrial Safety Techniques and Environment is responsible for presiding over and closely monitoring the developments of super typhoon RAGASA and the response work of units to natural disasters. At the same time, directing units to implement measures to respond to natural disasters according to their authority and promptly reporting to the Ministry's leaders to direct and manage situations beyond their authority.
The Minister of Industry and Trade requested units in the industry and trade sector to regularly update information on the developments of super typhoon RAGASA and its circulation; organize 24/7 on-duty; concentrate all resources according to the "4 on-site" motto to respond to super typhoon RAGASA; periodically, before 4:00 p.m. every day, send reports on the results of responding to super typhoon RAGASA to the Standing Office of the Civil Defense Command of the Ministry of Industry and Trade at the email address: VPTT_PCTT@moit.gov.vn.
