Specifically, on September 17, 2025, the Government issued Resolution No. 07/2025/NQ-CP on policies and regimes for subjects affected by the implementation of organizational restructuring of administrative apparatus and units at all levels according to Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and Secretariat (Resolution No. 07/2025/NQ-CP).
Implementing Resolution No. 07/2025/NQ-CP, the Ministry of Industry and Trade requests heads of agencies, organizations and units to coordinate with Party committees at the same level to direct, organize and disseminate fully the provisions of Resolution No. 07/2025/NQ-CP and related documents of competent authorities to all civil servants, public employees and employees of the agencies and units. At the same time, organize timely and correct implementation of Resolution No. 07/2025/NQ-CP and related documents and assign specific tasks to units as follows.
The head is responsible for directing the review and implementation of the policy of streamlining the apparatus. At the same time, the head of the agency, organization, or unit directly managing and using civil servants, public employees, and workers is responsible for directing the agency/department of organizing cadres to synthesize voluntary resignation applications from civil servants, public employees, and workers. At the same time, organize the assessment of the subjects; direct the financial agency/department to organize the assessment and make an estimate of the amount of money to implement the policy for each case.
Organize to collect opinions from the collective leadership of the Party Committee and the same-level government to review and evaluate cadres, civil servants, public employees and workers under their management in accordance with the characteristics, situation and reality of the agency, organization and unit. On that basis, identify the subjects affected by the implementation of organizational restructuring according to the provisions of Resolution No. 07/2025/NQ-CP; make a list and estimate the budget for implementing the policy for each case, promptly pay policies and regimes to civil servants, public employees and workers in accordance with the provisions of law, no later than November 1, 2025.
Every third week, report to the Ministry (through the Department of Personnel Organization, Department of Planning, Finance and Enterprise Management) on the results and implementation status of Resolution 07/2025/NQ-CP. The Department of Personnel Organization is responsible for reviewing the list of subjects implementing policies and regimes, submitting it to competent authorities according to the hierarchy for consideration and decision. Synthesize and submit to the Ministry for approval the list of subjects and implementation budget for subjects according to Resolution 07/2025/NQ-CP after receiving the appraisal opinion on budget from the Department of Planning, Finance and Enterprise Management.
At the same time, synthesize and report on the situation and results of the implementation of Resolution No. 07/2025/NQ-CP. Regularly grasp the actual situation, synthesize difficulties, problems, recommendations, and reflections (if any), promptly guide and handle according to authority or report to competent authorities for consideration and handling, ensuring timely and correct implementation of Resolution No. 07/2025/NQ-CP.
The Department of Planning, Finance and Enterprise Management needs to guide units in determining funding sources, making estimates and managing, using and settling funds for implementing policies and regimes according to Resolution 07/2025/NQ-CP; synthesizing proposals from agencies, organizations and units under the Ministry to build estimates of funding for implementing policies and regimes.
At the same time, send to the Ministry of Finance to arrange and assign the budget estimates for implementing policies and regimes in the state budget estimates and assign the budget estimates to units after being arranged by competent authorities no later than November 1, 2025; be responsible for appraising the budget for implementing policies and regimes for subjects affected by the implementation of organizational restructuring according to the provisions of Resolution No. 07/2025/NQ-CP.
In addition, the unit needs to proactively grasp and synthesize financial difficulties, problems, recommendations, and reflections (if any) to promptly guide and handle them according to its authority or report to competent authorities for consideration and handling, ensuring timely and correct implementation of Resolution No. 07/2025/NQ-CP and coordinate monitoring and synthesizing reports on implementation costs.
The Ministry of Industry and Trade requests heads of agencies, organizations and units to directly direct and organize serious and timely implementation. During the implementation process, if there are any difficulties or problems, promptly report to the Ministry (through the Department of Organization and Personnel and the Department of Planning, Finance and Enterprise Management) for consideration and resolution.
