Right from the beginning of the 2025 storm season, the Department of Agriculture and Environment of Quang Ninh has had many storm prevention solutions, focusing on the group of solutions to improve the safety of the province's dike system. Director of the Department of Agriculture and Environment of Quang Ninh province Nguyen Minh Son shared: The Department has proposed and received approval from the Provincial People's Committee to establish a Project to improve the safety of the province's dike system to adapt to climate change, period 2025-2030 with a vision to 2050. In particular, the goal of the project is to propose solutions to upgrade the province's dikes to a level capable of withstanding natural disasters of similar intensity as storm No. 3 YAGI in 2024 combined with high tides.
The Department of Agriculture and Environment has coordinated with localities with dykes to review and evaluate the current status of the works, propose and have the Provincial People's Committee approve the 2025 dyke maintenance and repair plan in the area. Accordingly, Quang Ninh province has decided to invest 36 billion VND to renovate and repair 8 degraded level IV dykes, promptly putting them into operation before the 2025 storm season arrives.
Irrigation LLCs and localities have organized to review, maintain and repair works to be ready for the flood in 2025. At the same time, organize inspections and re-evaluate dike and dam works in the area; review and re-evaluate the quantity and quality and promptly supplement materials and equipment for disaster prevention and timely search and rescue.
Quang Ninh province has plans to protect key dike areas (such as Ha Nam dike in Lien Hoa and Phong Coc wards), has scenarios for natural disaster situations and solutions; organizes patrols, guards, proactively detects and handles construction incidents, and pays special attention to violations. At the same time, organizes training to improve the capacity of organizations and individuals in managing and protecting constructions; promotes propaganda on natural disaster prevention, protection of natural disaster prevention works...
Quang Ninh has about 397km of dikes (33km of level III dikes, 134km of level IV dikes and 230km of level V dikes), the dike system has the task of protecting about 43,600ha of area and about 250,000 people. At the same time, strengthen inspection of river and sea dikes, especially at locations where incidents have occurred but have not been resolved, and unfinished construction works, especially locations such as Con Tron and Hai Thinh sea dikes, Thinh Long embankment, Binh Minh III and IV sea dikes... Prepare human resources, materials and means according to the "4 on-site" motto to promptly detect and handle dike incidents from the first hour.
The Department of Agriculture and Environment directs the assurance of safety of dykes, irrigation dams and the protection of agricultural production; promptly reviews, inspects and coordinates the handling of dyke incidents caused by storms and floods; coordinates the close management of vessels going out to sea; promptly notifies the location, direction of movement and developments of storms so that owners of vessels can anchor and take shelter safely.
The Provincial Military Command and the Provincial Police proactively reviewed and mobilized forces and vehicles, ready to respond and conduct rescue operations. *In Phu Tho: On October 4, according to the Phu Tho Provincial Hydrometeorological Station, with the landing location and impact of storm No. 11, from October 5 to 7, a widespread heavy rain will occur in the province. The total rainfall is forecast to be from 100 - 200mm, with some places over 300mm. Localities with suspension bridges and culverts on rivers and streams should pay attention to warning people not to move through culverts when there are floods. Check and review dike routes throughout Phu Tho province, especially dike sections that had incidents during the recent storm. Deploy protection plans, prepare forces, materials and means to promptly protect dikes, handle incidents that occur from the beginning; deploy plans to protect key dike points according to the 4-on-the-spot principle.
