Do not criticize elementary school students
According to the newly issued Circular, disciplinary measures for primary school students only include two forms: warning and, more seriously, request for apology (in cases where the violation continues despite being warned).
As such, teachers and schools will not be allowed to criticize or apply any other form of discipline to primary school students.
Disciplinary measures for students at higher levels will include: warnings; criticism; requiring self-criticism.
3 measures corresponding to 3 levels of violation: level 1 is violation that has harmful effects on the student himself; level 2 is violation that has negative effects within the group or class; level 3 is violation that has negative effects within the school.
Meanwhile, Circular 08 stipulates 5 forms of discipline including: reprimand in front of the class, reprimand before the school disciplinary council, warning in front of the whole school, expulsion for one week and the highest form is expulsion for one year.
Under the new regulation, the most severe disciplinary measure for students who violate the rules is to require them to write a self-criticism. This measure applies to students who have been disciplined with criticism but continue to commit level 2 violations; students who commit level 3 violations are specified in this circular.
The student's self-assessment is confirmed and committed by the family to the school in coordinating management, education , and supporting the student to be aware, learn from experience, and overcome the consequences for the individual or group that the student caused the mistake. The student's self-assessment is kept in the school's records.
The purpose of disciplinary measures, according to the Ministry of Education and Training, is to prevent, stop and handle student violations; educate and help students self-aware of violations; voluntarily adjust their behavior, overcome consequences, voluntarily cultivate and practice to progress and form disciplined habits and lifestyles.
The principle of discipline is to ensure proactiveness and positivity in performing students' duties and rights; to maintain discipline and order in school.
Respectful, tolerant, objective, without prejudice, ensuring the right to participate and the interests of students in related issues. Ensuring suitability to the psychological characteristics, gender, physical condition, family circumstances, and regional cultural characteristics of each student.
Do not use disciplinary measures that are violent, insulting to the dignity and honor, or affect the physical and mental health of students.
Require students who violate the law to participate in school counseling
The new Circular also stipulates activities to support the correction of violations, such as: advising and encouraging students to self-aware of violations and ways to correct them; monitoring, consulting, and supporting students who violate in the process of correcting violations.
Require students to participate in a number of activities related to school counseling, school social work, skills education and other appropriate activities decided by the school to change perceptions, adjust behavior, and overcome the consequences of violations.
Coordinate with students' families and other forces to advise, manage, and support students in changing their perceptions, adjusting their behavior, and overcoming the consequences of their violations.
Meanwhile, the student rewards stipulated in the circular include many forms such as: commendation in front of the class; commendation in front of the whole school; certificate of merit from the principal; letter of commendation and other forms of commendation and rewards...
