On the occasion of the 80th anniversary of the August Revolution and National Day September 2 (1945-2025), in addition to the policy of giving gifts to people with revolutionary contributions at the rate of 500,000 VND/person according to Decision No. 689/QD-CTN of the President , the Party and State have decided to give gifts to all citizens as a word of gratitude and to share the joy on this great holiday.

According to Resolution No. 263/NQ-CP, the recipients of the gifts include Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted an identity card, reside in Vietnam and have a personal identification number in the National Population Database, as of August 30, 2025.

Each citizen is given a gift worth 100,000 VND/person, in cash. The gift giving is done by household, the head of household or authorized person will receive it on behalf of the household and deliver it to the members. In case there is no permanent residence, the gift will be given directly to each individual or legally authorized person.

People can receive gifts in two forms: Transfer via social security account integrated on the VNeID electronic identification application. Receive directly in cash at the payment point organized by the locality, in case the social security account has not been integrated.

The People's Committee of the commune will decide on the gift-giving location in accordance with actual conditions, prioritizing a location convenient for citizens. Citizens go to the gift-giving location organized by the People's Committee of the commune at their permanent residence, temporary residence, or current residence to receive gifts. When receiving gifts, citizens must present their citizen identification card or legal documents as prescribed by law. In case of receiving on behalf of a minor, a valid power of attorney or birth certificate is required if receiving on behalf of a minor.

The gift giving period starts from August 30, 2025 and is completed before September 2, 2025. In special cases, the gift giving can be delayed but not later than September 15, 2025.

The Ministry of Finance said the funding source is arranged in the central budget expenditure estimate for 2025 and has been fully transferred to localities to implement the gift-giving policy in accordance with regulations.
