Minister of Industry and Trade Nguyen Hong Dien has just signed and issued a plan to implement Resolution 226/2025 of the Government on growth targets for industries, sectors, localities and key tasks and solutions to ensure the country's growth reaches 8.3-8.5% this year.
Regarding export promotion and harmonious trade development with other countries, Minister Nguyen Hong Dien requested the Multilateral Trade Policy Department, Foreign Market Development Department, Import-Export Department, and Trade Promotion Department to continue negotiating reciprocal trade with the US to achieve the most favorable commitments for Vietnam.
From there, we will aim for a comprehensive trade agreement, further strengthening the Vietnam-US economic and trade relations in a balanced and sustainable manner. Units need to urgently implement signed or committed agreements, closely monitor the negotiation process and the US implementation to promptly propose response measures.
At the same time, proactively research and advise on negotiations with new markets, take advantage of opportunities from key markets; promote FTA negotiations and implement the Prime Minister 's direction on signing MoUs and rice trade agreements with Brazil, the Philippines, Malaysia, and Indonesia. Strengthen inspection and handling of origin fraud; effectively exploit existing FTAs and soon sign new FTAs...

In addition, the Minister also assigned departments and offices to develop solutions to promote traditional growth drivers. In particular, the Electricity Department, the Department of Domestic Market Management and Development, and the Department of Oil, Gas and Coal were assigned to proactively develop response plans; increase hydropower exploitation in the rainy season; ensure balance of energy and gasoline; be ready to supply electricity in the hot season; complete procedures, deploy and operate large power source and grid projects.
At the same time, promptly adjust regulations on direct electricity trading with large customers and mechanisms to encourage self-produced and self-consumed rooftop solar power.
The Electricity Department, the Industry Department, the Department of Innovation, Green Transformation and Industrial Promotion are responsible for developing the renewable energy equipment manufacturing industry and localizing the railway industry to serve national projects.
These units are also assigned to issue carbon emission standards, aiming for a domestic carbon market and the 2050 net zero target. Enterprises are encouraged to invest in emission reduction technology and waste recycling.
Consider implementing large mineral projects (Thach Khe iron mine, Co Dinh chromite mine, Bauxite processing projects...) to supplement resources and raw materials for the metallurgical and materials industries...
In addition, the Minister of Industry and Trade also requested to promote trade, distribute goods via digital platforms, strive to increase e-commerce growth by over 25%; promote the campaign for Vietnamese people to prioritize using Vietnamese goods. Strengthen the fight against smuggling, trade fraud, counterfeit goods...
The Ministry of Industry and Trade also assigned units to synchronously implement the four "four pillars" Resolutions of the Politburo, promote science and technology, innovation, digital transformation, develop high-quality human resources and take advantage of international integration.
