Ministry of Justice recruits excellent students and young scientists

The Ministry of Justice has just issued Notice No. 2448/TB-BTP/TB-BTP on the recruitment of civil servants of the Ministry of Justice in 2023 according to Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government on policies to attract and create a source of staff from excellent graduates and young scientists.

Recruitment targets and positions

Specifically, the Ministry of Justice will recruit 23 civil servants to the Ministry's Office and Departments and Bureaus under the Ministry as follows:

Criminal and Administrative Law Department: 4 positions, including: Developing organizational laws (1), Developing administrative laws (2), Developing criminal laws (1). Requirements: Candidates must have a university degree or higher in law.

Ministry Office: 2 targets, including: Administrative reform. Requirements: University degree or higher in law, administration; Press management, publishing and public relations. Requirements: University degree or higher in journalism

Department of International Law: 4 targets, including: International public law and human rights (1), International justice and judicial assistance (1) and Building international investment and trade laws (2). Requirements: University degree or higher in law.

Department of Legal Dissemination and Education : 1 position, position: Managing legal dissemination and education. Requirements: University degree or higher in law, journalism, communications.

Department of International Cooperation: 2 positions, position: International cooperation on law. Requirements: University degree or higher in law, diplomacy, foreign trade; 1 position fluent in Spanish.

Department of Personnel Organization: 2 targets, including: Organization and staffing. Requirements: University degree or higher in law, administration, human resource management; Training and fostering of civil servants. Requirements: University degree or higher in law, administration, human resource management and fluent in English.

Department of Judicial Support: 1 position in Judicial Expertise Management. Requirements: University degree or higher in law.

State Compensation Department: 2 positions for State Compensation Management. Requirements: Bachelor's degree or higher in law.

Department of Adoption: 1 position in the field of adoption involving foreign elements. Requirements: University degree or higher in law and fluent in English.

National Registration Office for Secured Transactions: 1 position for Management of Secured Transactions Registration. Requirements: University degree or higher in law.

Department of Administrative Violation Handling and Law Enforcement Monitoring: 3 targets, including: Administrative Violation Handling Management (1). Requirements: University degree or higher in law; Law Enforcement Monitoring (1). Requirements: University degree or higher in law; Database Management (1). Requirements: University degree or higher in information technology.

Recruitment standards, conditions, and targets

General conditions and standards

People who meet the following conditions regardless of ethnicity, gender, social class, belief, or religion can register to apply for civil service recruitment: Have only one nationality, Vietnamese nationality; Be 18 years of age or older; Have an application; have a clear background; Have appropriate diplomas and certificates according to the requirements of the recruitment position; d) Have good political qualities and ethics; Be healthy enough to perform the task; Ensure internal political standards (the Ministry of Justice will coordinate the examination after the recruitment results are available); Other conditions according to the requirements of the recruitment position.

Standards according to the requirements of the recruitment position

In addition to the general conditions and standards, candidates registering for the exam must also meet the following standards:

Regarding professional qualifications: University degree or higher in a field of training suitable for the job position applied for (as information in the Recruitment Criteria and Position section;

Regarding foreign languages and information technology: Have basic information technology skills, be able to use foreign languages at a level equivalent to level 3 of the Vietnamese foreign language competency framework as required by the job position. In addition, 1 quota for the position of International Cooperation on Law at the Department of International Cooperation is fluent in Spanish, 1 quota for the position of Adoption with Foreign Elements at the Department of Adoption and 1 quota for the position of Training and fostering civil servants at the Department of Organization and Personnel is fluent in English.

Candidates

1. Students who have graduated with honors from a university in the country or abroad and are recognized as equivalent to a diploma or certificate according to the provisions of law, have excellent academic and training results in all years of university study, are within the age range specified in Article 1 of the Youth Law at the time of application submission and meet one of the following criteria:

(a) Winning third prize or higher in one of the provincial-level excellent student selection competitions, winning an encouragement prize or higher in the national excellent student selection competitions, or a Certificate of Merit or higher in the international excellent student selection competitions in one of the natural sciences (math, physics, chemistry, biology, informatics) and social sciences (literature, history, geography, foreign languages) during high school;

(b) Won third prize or higher in a national or international science and technology competition during high school or university;

(c) Winning third prize or higher in an individual Olympic competition in one of the following subjects: mathematics, physics, chemistry, mechanics, information technology or other majors during university study recognized by the Ministry of Education and Training.

2. Persons with a master's degree, within the age specified in Article 1 of the Youth Law at the time of application submission and meeting the following criteria: Meeting the criteria specified in point a or point b or point c, clause 1 above;

Graduated from university with good grade or higher and have a postgraduate major in the same major as the undergraduate major.

3. People with a doctoral degree within the age range prescribed in Article 23 of Decree No. 40/2014/ND-CP dated May 12, 2014 of the Government regulating the use and promotion of individuals working in science and technology up to the time of application submission and meeting all the criteria prescribed in Clause 2 above.

Recruitment form and content

The Ministry of Justice conducts recruitment through 2 rounds of selection:

Round 1: Check the candidate's qualifications according to the requirements of the job position to be recruited. If they meet the requirements, the candidate will be allowed to participate in round 2.

Round 2: Interview to test the professional qualifications, knowledge, and skills of the candidate in performing public duties according to the requirements of the job position to be recruited. In this round, for 1 position of International Cooperation on Law at the Department of International Cooperation, there will be a part of the interview in Spanish; for 1 position of Foreign Adoption at the Department of Adoption and 1 position of Training and fostering civil servants at the Department of Organization and Personnel, there will be a part of the interview in English.

Interview time is 30 minutes (candidates have no more than 15 minutes to prepare before the interview). Interview scores are calculated on a 100-point scale and there is no review of interview results.

Interview date (expected): July 2023.

Application form

Application documents include:

Application form (according to the form issued with Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government);

Copies of diplomas and transcripts of academic results as required for the position applied for, certified by the competent authority. Diplomas and transcripts in foreign languages must be submitted with a Vietnamese translation certified by the competent authority. In cases where the above diplomas from foreign training institutions do not clearly state the grades of good, excellent, or excellent, additional documents must be provided to prove that the applicant's academic results are good, excellent, or excellent according to the school's classification (for example, the school's classification assessment table; the school's confirmation letter of good, excellent, or excellent grades, etc.);

Certificates and documents certified by competent authorities proving individual awards during high school or university studies that meet the provisions of Clause 1, Article 2 of Decree No. 140/2017/ND-CP;

Certificate of priority in civil servant recruitment (if any) certified by a competent authority;

3 stamped envelopes with the recipient's name, address and contact phone number clearly written on them.

The application fee is 500,000 VND/applicant according to Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Minister of Finance stipulating the collection rate, collection, payment, management and use of fees for recruitment, examination for promotion and rank promotion of civil servants and public employees. Eligible applicants pay the application fee when the results of the application file review are announced.

The application deadline is 30 days, from June 15, 2023 to July 14, 2023.

Place to submit application: Submit application directly (during office hours on weekdays) or by post at the Department of Personnel Management and Party Committee Assistance, Department of Personnel Organization, Ministry of Justice, 60 Tran Phu, Ba Dinh, Hanoi.

Note: Candidates can only apply for 1 job position. In case the candidate is not qualified to apply or registers but does not attend the interview, the Ministry of Justice will not return the application documents and application fees.
