Lawyer Nguyen Hung Quan, Ho Chi Minh City Bar Association, answered this issue as follows: "Parents in the class can meet with the Parents' Representative Board to discuss contributions and support for part of the living expenses, helping to reduce the burden of life for the nanny, but it must be done voluntarily, without imposition, without conditions and at the discretion of the parents, from the heart of kindness, giving "a little, a lot" then this support is not a violation. On the contrary, calling for contributions according to mandatory policies, setting conditions with a minimum contribution level or publicizing personal information of parents who do not participate..., is against the regulations and is not allowed."

Can I pay for air conditioning for my child's classroom?
At the beginning of every school year, the issue of installing or renting air conditioners is always "hot" in parent forums. A parent raised the issue: "I see that my child's class does not have air conditioners, the hot weather makes it difficult for the children to study, so I want to call on parents to contribute money to install air conditioners for the children. How can this not violate Circular 55 on the Charter of the Parents' Association as well as Circular 16 of the Ministry of Education and Training on funding for educational institutions in the national education system?".

Lawyer Nguyen Hung Quan advised Thanh Nien Newspaper readers as follows: "According to regulations, schools and the Parents' Representative Board are not allowed to call for, mobilize, or collect donations from parents to build facilities or purchase equipment for teaching and learning. However, if parents find that their children lack cooling equipment such as air conditioners and projectors during their children's learning process, which affects their learning process, they have the right to contribute voluntarily, without setting a minimum condition, depending on each parent when they find that the contribution is necessary for their children and does not create other unreasonable cost burdens."
