Training in law and land mediation skills for grassroots mediators

(Chinhphu.vn) - The Ministry of Justice has just organized a training conference to improve legal knowledge and mediation skills for grassroots mediators in Ia Khuol commune, Gia Lai province.

The conference aims to implement Decision No. 315/QD-TTg dated April 17, 2024 of the Prime Minister approving the Project "Improving the capacity of grassroots mediators for the period 2024-2030".

Ia Khuol commune is one of two communes selected as a pilot for grassroots mediation work in Gia Lai province. This is a new commune established in 2025 on the basis of merging 3 administrative units of Chu Pah district including: Ha Tay commune, Dak To Ver commune and the old Ia Khuol commune. The commune has an area of ​​35,210.63 hectares, a population of 17,151 people, of which ethnic minorities account for 83.17% (14,264 people). People mainly engage in agricultural production, economic life is still difficult, and legal knowledge is limited. In recent years, the Party Committee and the commune government have made efforts to improve people's lives, especially in particularly difficult villages.

The commune always pays attention to mediation work at the grassroots level, regularly strengthens the mediation team, trains mediators and organizes regular legal activities. The commune also encourages people to resolve disputes through mediation. The mediator team is mostly prestigious people such as village chiefs, heads of the Fatherland Front work committee, heads of mass organizations or retired cadres in the locality.

Thanks to the synchronous participation of the government, departments and socio-political organizations, people's legal awareness has changed significantly, especially in the fields of marriage and family, land, security and order, and traffic safety.

However, the grassroots mediation work in Ia Khuol commune still has some shortcomings and limitations such as: The quality of the grassroots mediator team is still not high, the successful mediation rate is low; the material conditions for mediation work at the grassroots are still lacking, socialized capital sources have not been mobilized to serve this work; awareness and sense of law compliance of a part of the people are still limited...

One of the reasons for the above situation is due to limited access to information. Some remote areas do not have enough information and internet connection for people to access and learn about legal regulations.

Therefore, organizing direct training to learn legal knowledge for mediators in particular and people of Ia Khuol commune in general is extremely necessary.

At the training session, the representative of the Department of Dissemination, Legal Education and Legal Aid, Ministry of Justice emphasized that improving legal knowledge in general and legal knowledge on land is very practical for mediators, especially in the current context, land disputes are increasingly occurring and complicated, potentially causing disorder and insecurity in the local society. The training session will help mediators update new legal knowledge in the field of land, professional mediation skills for the team of mediators at the grassroots level when resolving land disputes.

Also at the training session, delegates listened to Associate Professor Dr. Nguyen Quang Tuyen, Vice Chairman of the University Council, Dean of the Faculty of Economic Law, Hanoi Law University, present legal regulations on land related to people at the grassroots level and the settlement of land disputes. The lecturer delved into a number of current "hot" land law issues such as land compensation, authority to regulate land prices, land use rights of spouses, land inheritance rights, issues related to land disputes, thereby integrating the contents of mediation at the grassroots level...

At the same time, questions about land law regulations such as: Land ownership rights of father when that land is property given by the child to the mother; handling cases of issuing "red books" for wrongly gifted land plots; division of land assets in divorce; ways to collect legal evidence to protect rights in land disputes... were also answered by reporters.

With the legal knowledge and skills imparted in the training session, the mediators not only absorbed but also flexibly applied them to mediation activities at the grassroots level, especially in thoroughly resolving land disputes to avoid prolonged complaints, helping mediation work at the grassroots level to become more and more practical, meeting the requirements of society, building a united community, and contributing to ensuring local political security.
