"Bridge of trust" between the government and the people
Digital infrastructure is not only the foundation for the development of digital government and digital economy , but also a "bridge of trust" between the government and the people. A modern, safe and friendly digital infrastructure system will form a people-centered digital society, with people's satisfaction as the highest goal. For the two-level local government model to operate stably, effectively and sustainably, Thai Nguyen identifies digital infrastructure as the "backbone" of the entire system.
Mr. Duong Huu Buong, Director of the Department of Science and Technology of Thai Nguyen, said: Digital infrastructure is not only limited to Internet lines or data centers, but also includes data sharing platforms, shared software, electronic identification and security mechanisms. Only when the digital infrastructure is built in a modern and synchronous manner, can the 2-level local government model operate effectively.
For synchronous implementation, on June 19, 2025, Thai Nguyen signed a cooperation agreement with a Korean partner to build a modern data center (KCTC Vietnam Co., Ltd. and ThePRECON Co., Ltd.). This is a key project, in line with the strategic orientation of developing digital infrastructure, digital transformation and innovation that the province is promoting.
The project also opens a new phase of cooperation in the field of digital infrastructure, creating an important premise for the formation of a high-tech ecosystem in the area. The selection of the Hanh Phuc - Xuan Phuong Industrial Cluster as an investment location demonstrates the seriousness, methodicalness and long-term vision of the partners.

In parallel, the province has put into operation an integrated data sharing platform (LGSP) that connects directly to the national NGSP axis. Thanks to that, data from communes and wards is transmitted to the province and vice versa in real time, overcoming the "information segregation" that existed before. People can now submit applications, receive results online and make payments right on the system without having to go back and forth many times.
According to the Index for directing, operating and evaluating the quality of service for people and businesses in performing administrative procedures and public services in the electronic environment published on the National Public Service Portal, on August 11, 2025, Thai Nguyen province rose to rank 1/34 provinces and cities with a total score of 83.83/100, in which the satisfaction level reached nearly 17.86/20 points. In the following days, the province continued to maintain its position in the leading group; by August 24, Thai Nguyen ranked 4/34 provinces and cities.
Ms. Nguyen Thu Huong, in Phan Dinh Phung ward, said: Before, when doing land procedures, I had to travel a lot of time. Now, I only need a smartphone, submit documents, pay, and receive results online or at the ward's "one-stop" department. The procedures are quick, transparent, saving time and effort.
Convenience from online public services
The two-tier local government model poses both challenges and opportunities. If there is a lack of digital infrastructure, there will be a “gap” in management; on the contrary, when digital infrastructure is invested synchronously, data is connected smoothly and online services are effective, the apparatus will become more streamlined, flexible and closer to the people.
The special point in Thai Nguyen's approach is not only investing in technical infrastructure, but also focusing on bringing technology to the people. The province has established a community digital technology team in 92/92 communes and wards. This force is both a "bridge" for propaganda and directly guides people to install VNeID, use online public services, and make cashless payments.

During the implementation process, many practical initiatives have been applied such as the "AI for All" training courses to help commune officials and people access artificial intelligence tools; the "Every citizen is a digital citizen" program aims for 100% of people to have basic skills in electronic transactions.
Thanks to that, digital infrastructure does not stop at documents, but really enters life. People from urban to rural areas clearly feel the convenience when with just a smartphone they can complete procedures that previously took days of travel.
Ms. Pham Thi Hoa, Dong Hy commune, shared: The digital technology team came to my house to guide me on how to install VNeID and submit the application online. Recently, when I applied for a birth certificate for my child, I just had to sit at home and fill out the form, the results were sent to my phone, no longer having to travel like before.
5G technology has been piloted in a number of communes and wards in the province and is expected to be expanded to industrial parks and densely populated areas. This opens up great potential in urban management applications, smart traffic, environmental monitoring, as well as remote healthcare and education.
Thai Nguyen aims to have 100% of households have broadband internet access and 100% of adults own smartphones by the end of 2025. This is the foundation for all citizens to access online public services.
The goal by the end of 2025 is to have 100% of administrative procedures digitized and at least 95% processed online. This means that from birth registration, construction permit issuance to land-related procedures, businesses can do it all right at home via phone or computer.
The foundation for technological breakthroughs
Thai Nguyen has gone one step ahead by proactively investing in data centers, telecommunications infrastructure, online public services, cybersecurity and digital human resources.
The combination of modern data centers, widespread telecommunications networks, shared digital platforms and information security solutions has created a solid foundation for Thai Nguyen to effectively deploy the two-level local government model and make a breakthrough in building digital government.
In the near future, when 100% of the entire online public services are deployed, all people will be able to conduct electronic transactions, making Thai Nguyen a bright spot in administrative reform. This is also the foundation for the province to realize its aspiration to become an economic and technological center of the Northern Midlands and Mountains, while making an important contribution to the national digital transformation process.

With the approach of "taking digital infrastructure as the backbone", Thai Nguyen has been building a solid foundation for implementing the 2-level local government model.
When technology is linked to practice, data becomes the driving force and each citizen becomes a digital citizen, Thai Nguyen not only streamlines the administrative apparatus but also opens the door to sustainable, modern development that is closer to the people.
In particular, in the current context, information security and safety are mandatory requirements. Thai Nguyen has synchronously deployed many solutions such as: issuing official digital certificates to officials and civil servants; providing public digital signatures for people to sign and authenticate online records; integrating VNeID electronic identification to ensure secure authentication and anti-counterfeiting; establishing multiple layers of security, network security monitoring, data backup and backup mechanisms. Thanks to that, the system can operate stably 24/24 hours a day, creating trust for both officials and people when using online public services.
In the coming time, when online public services are expanded and data is seamlessly connected from commune to province, Thai Nguyen people will truly enjoy a transparent and convenient administration. Enterprises will also have more confidence and motivation to invest and do business, thereby contributing to promoting sustainable economic and social growth.
