In early September, at the Public Administration Service Center (PVHCC) of Phu Xuan ward, the working atmosphere was orderly and neat. Records were entered and processed on the electronic system, and people were enthusiastically guided by staff to operate online right on their phones.
“Previously, to get my child’s birth certificate, I had to go back and forth several times; now I just need to submit the application and fee online, and receive the results a few days later, much faster,” said Ms. Nguyen Thi Thanh, a resident of residential group 5.
According to the Ward People's Committee, more than 80% of the current records are processed online, of which over 95% are on time and on schedule. The digital signature system, operating software, and online public service portal are operated synchronously; 100% of the staff are proficient in using electronic tools.
“We determine that administrative reform must be associated with digital transformation, transparency, and saving time for people,” affirmed Mr. Nguyen Viet Bang, Chairman of Phu Xuan Ward People's Committee.
At the Public Service Center, people can look up the progress of their application and pay fees simply by scanning a QR code. These seemingly small solutions help eliminate the prejudice of cumbersome administrative procedures, replacing them with a quick and friendly experience.
Phu Xuan has established a community digital technology team and a rapid response team. Young staff directly “hold hands and show how”, support people to install applications and submit online applications.
Mr. Le Van Dung (61 years old, residential group 8) said that at first he was hesitant to do the procedure through the online system because he was afraid of the complexity. “But the staff gave me enthusiastic instructions, now I am used to it, I can still submit my application while sitting at home; very convenient,” said Mr. Dung.
Phu Xuan Ward has promoted propaganda, linking the movement "cadres supporting people" with the use of online public services, gradually forming electronic administrative habits, especially among young people and the elderly.
Technology infrastructure is focused on investment: high-speed CPnet network, modern computer system, security surveillance cameras at many "hot spots". The ward coordinates with departments, branches and international organizations (Bretagne Association) to exchange and learn experiences in innovation and digital transformation. The ward Party Committee is using document management software, online management and party member database program version 3.0, managing nearly 3,700 party members. The ward People's Committee operates many systems at the same time: From household registration management, work schedule, official email to Hue city reporting system (LRIS). Thanks to that, records are processed quickly, on time, minimizing errors, and significantly reducing the amount of manual paperwork.
However, the digitization of archived records is difficult due to the large amount of documents from the 6 merged old wards. “Up to now, basically public services at levels 3 and 4 have been put on the system, we are continuing to review and restructure the procedures. The long-term goal is to be “paperless” in handling administrative procedures,” said Mr. Bang.
Not only stopping at administrative procedures, Phu Xuan also applies digital transformation to many management areas. Work management software is synchronized, helping ward leaders easily monitor, direct and store data safely.
In the coming time, Phu Xuan will promote the digitization of cadastral data, integrating population, land, construction data... into the general management system. At that time, all administrative procedures can be performed 100% online.
