Ho Chi Minh City is urgently implementing Resolution 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

In the contents of Resolution 98, we pay attention to the fact that the city will issue two groups of policies on attracting social investment for science and technology (S&T) and innovation activities, with the main driving force being tax exemption and reduction for individuals and organizations participating in investing in these activities.

In fact, although public investment in the two areas of science, technology and innovation is dominant, mobilizing social resources is still a necessary solution so that scientific research and innovation activities can meet the needs of society.

In policies to attract private and international resources for science and technology activities, tax exemption and reduction policies are one of the important levers. However, good policies such as tax exemption and reduction will not be effective if administrative procedure reforms are not carried out at the same time. Because, the reality is that scientific researchers are often not tired of research but extremely tired of the procedures for acceptance and settlement of topics. There have been opinions that the dossier for settlement of scientific research topics is thicker than the research results.

The complexity and complexity of the regulations on settlement and acceptance are one of the barriers that make scientists reluctant to do research. Therefore, in addition to issuing policies on tax exemption for scientific research and innovation activities, we recommend that the city government should issue regulations related to settlement and acceptance procedures for topics, science and technology projects and innovation in the simplest way possible so that scientists can devote more effort to research, that is, innovation must be carried out in parallel with administrative procedure reform to fully promote the superiority of the policies.
