Within the framework of the National Innovation Day within the framework of the National Innovation Day 2025 and the Vietnam International Innovation Exhibition 2025 (VIIE 2025), the Ministry of Science and Technology announced the Local Innovation Index (PII) in 2025.
PII reflects a realistic, comprehensive picture of the current state of socio -economic development based on science, technology and innovation in each locality. This index also provides evidence of strengths, weaknesses, potential factors and necessary conditions to promote innovation.
The top 5 localities leading the country in innovation this year include: Hanoi , Ho Chi Minh City, Quang Ninh, Hai Phong and Hue. This is also the third consecutive year that Hanoi has held the leading position in the country, with 18/52 component indices at the top.
In 2nd place, Ho Chi Minh City is a large locality with many favorable conditions for socio-economic development based on science, technology and innovation. This is also the third year that the city has held the 2nd position. In 2025, Ho Chi Minh City leads in the Infrastructure pillar and has 13/52 indexes leading the country. Meanwhile, Quang Ninh is continuously in the Top 10 PII in 2023 and 2024. In 2025, Quang Ninh has risen to the Top 3 when it is at the top of 7 indexes in PII 2025.
Hai Phong City ranked 4th as a locality with developed industry and advantages in logistics and seaports. This is also the locality leading the Institutional pillar in PII 2025.
In 5th place, Hue city is a locality with a developed service sector and strengths in human capital, research and development.

PII is a Vietnamese initiative, built on the idea of the Global Innovation Index (GII). According to the Ministry of Science and Technology, the construction of the PII 2025 index is carried out to ensure objectivity and transparency with data sources from ministries, agencies, organizations, and units at the central and local levels.
The local PII Innovation Index is the only comprehensive index currently providing a realistic, comprehensive picture of the current status of the socio-economic development model based on science, technology and innovation of each locality (other indexes are used to evaluate within a specific industry or field).
Vietnam's development of the PII index is highly appreciated by WIPO. WIPO considers Vietnam a model for other countries in the world to learn from in developing a local innovation index based on the global innovation index (GII).
During his visit to Vietnam last week, Director General of the World Intellectual Property Organization (WIPO) Daren Tang said that Vietnam has long been a testing ground for many new initiatives, including PII. "Vietnam's initiative has inspired other countries such as India," he said, adding that Cuba and Brazil are also interested in this model.
According to the GII 2025 Report published by WIPO, Vietnam currently ranks 44th out of 139 economies. Of which, three component indices including high-tech imports, high-tech exports and creative goods exports are the top in the world.
The Provincial Innovation Index (PII) is being developed nationwide. This is the only toolkit that comprehensively and comprehensively assesses the current status of the local socio-economic development model based on science, technology and innovation, which the Government has assigned the Ministry of Science and Technology to be the lead agency to develop annually, from 2023./.
