The Ministry of Finance and the Korean Embassy held a 2025 tax and customs dialogue to remove obstacles and strengthen investor confidence.

At the dialogue conference held on the afternoon of September 30 at the Tax Department, the Ministry of Finance received 9 questions, related to 18 contents from Korean enterprises operating in Vietnam. Most of the problems of enterprises were related to the policy of value added tax refund; tax refund procedures for on-site export goods; loan interest, proposals to expand preferential policies for enterprises...

This year's conference continues to focus on frank and substantive dialogue to resolve difficulties arising in production and business of Korean enterprises related to tax and customs policies.

Korean Ambassador to Vietnam, Mr. Choi Young Sam, affirmed: “Through this event, I hope that an open, transparent and stable tax environment will be created, thereby encouraging new investment and expanding investment in Vietnam; at the same time helping Korean businesses with profits in Vietnam to declare honestly and conveniently.”

Speaking at the Conference, Deputy Minister of Finance Cao Anh Tuan said: "Continuing the tradition of always accompanying and supporting people and businesses, in 2025, in the context of the domestic macroeconomic situation still being difficult, the global economy is forecast to have unpredictable developments, the Ministry of Finance has urgently researched and submitted to competent authorities appropriate support solutions on taxes, fees, charges and land rents to be applied from the beginning of 2025 with a support value of about 241,740 billion VND".

The Ministry of Finance is promoting digital transformation and administrative reform, focusing on taxpayers as the center of service. In the field of tax, administrative procedures have been upgraded to the level of full-process online public services, with eTax and eTax Mobile. In particular, automatic personal income tax refunds will be applied from April 2025. Technology applications such as Artificial Intelligence (AI) and Big Data are also strongly deployed in tax management.

In the customs sector, the Ministry of Finance continues to promote digital transformation, reform procedures, apply AI in deploying Chatbot, providing online public services, and creating maximum convenience for import and export activities.

Presenting at the Conference, representatives of the Tax Department, Customs Department and units under the Ministry of Finance introduced the results of procedural reform, along with the contents of new legal documents issued from March 2024 to present such as Law No. 90/2025/QH15, Law on VAT No. 48/2024/QH13, Law on Special Consumption Tax No. 66/2025/QH15 and related decrees and circulars.

Based on the opinions of a number of businesses, leaders of the Ministry of Finance pledged to continue researching and perfecting tax and customs policies, creating maximum convenience for FDI activities in general and Korean businesses in particular.

According to Deputy Minister of Finance Cao Anh Tuan, over 30 years since the establishment of diplomatic relations (1992 - 2025), Vietnam and Korea have become each other's leading important partners in many fields, especially in economic, trade and investment cooperation.

In the context of an unpredictable and complicated world situation; increasingly fierce strategic competition among major countries; and increasing global financial and monetary risks, the Vietnam - Korea relationship has been maintained sustainably and increasingly strengthened and promoted in both quantity and quality.

“The Ministry of Finance will continue to improve mechanisms and policies; promote administrative procedure reform and modernization in the tax and customs sector. The Ministry of Finance hopes that Korean enterprises in Vietnam will take more initiative in taking advantage of opportunities to innovate, improve competitiveness and develop; at the same time, strictly and fully comply with the provisions of the law on tax and customs, contributing to the common goal of socio-economic development of the country in the current challenging context,” said Deputy Minister of Finance Cao Anh Tuan.

At the 2024 Dialogue Conference between the Ministry of Finance and Korean enterprises, the Ministry of Finance received and handled 35 problems, including 23 problems related to the tax sector and 12 problems related to the customs sector. "All problems were answered directly at the Conference or in writing to the Embassy and were publicly posted on the websites of the Tax Department and the Customs Department for relevant organizations and individuals to know," said the leader of the Ministry of Finance.

South Korea is currently one of the largest foreign investors in Vietnam. As of early 2025, the total registered investment capital of South Korea in Vietnam reached more than 92 billion USD with more than 10,000 projects operating in many fields of production, trade and services.
