During the meetings, Permanent Deputy Prime Minister Nguyen Hoa Binh and the German side informed each other about the situation in each country, bilateral and inter-parliamentary relations, as well as the relationship between the Communist Party of Vietnam and the Social Democratic Party (SPD). The two sides shared the difficulties in the face of unpredictable developments in the world situation, and expressed concern about the growing protectionism trend through retaliatory tariffs. The two sides also agreed to propose major directions to promote Vietnam-Germany cooperation in the coming time.
Leaders of political parties, the National Assembly, and the German Government agencies welcomed and highly appreciated the working visit of Permanent Deputy Prime Minister Nguyen Hoa Binh to Germany. The visit took place in the context of the very good development of Vietnam - Germany relations in all fields, especially in the year when the two countries celebrate the 50th anniversary of the establishment of diplomatic relations (1975 - 2025) and nearly 15 years of establishing the Strategic Partnership (2011 - 2025) with many important foreign affairs activities on all channels of the Party, State, National Assembly and people-to-people diplomacy.
German leaders expressed their admiration for Vietnam's efforts in national development and highly appreciated its determination to successfully build international financial centers in Da Nang and Ho Chi Minh City; and said they are ready to coordinate, share experiences and train human resources for Vietnam in this field.
During the meetings, the German side affirmed that it attaches importance to its relationship with Vietnam and always considers Vietnam an important strategic partner in Southeast Asia, especially in the context of the current complex and unpredictable developments in the world and region. Sharing about the situation in Germany in recent times and the country's development orientation in the coming time, the German side said that this country has a very open economy, dependent on exports, has many similarities with Vietnam in economic development and hopes that the two countries will take advantage of each other's strengths to expand and deepen bilateral relations in all fields, while taking advantage of the great opportunities brought by the Vietnam - EU Free Trade Agreement (EVFTA). In order to create a boost to promote economic cooperation between the two countries, the German side said that the National Assembly of this country will soon ratify the Vietnam - EU Investment Protection Agreement (EVIPA) in early 2026. German leaders also highly appreciated the Vietnamese community in Germany, emphasizing that generations of Vietnamese people in Germany will be effective ambassadors for the friendship between the two countries.
Permanent Deputy Prime Minister Nguyen Hoa Binh affirmed that the Party, State and people of Vietnam highly value the multifaceted cooperative relationship with Germany and are pleased to witness positive and effective developments in all fields.
The two sides agreed to prioritize promoting trade and investment cooperation, and promoting cooperation in areas where Vietnam has demand and Germany has strengths such as renewable energy, green hydrogen, infrastructure, science and technology, and education and training.
Permanent Deputy Prime Minister Nguyen Hoa Binh thanked Germany for its early ratification of the EVIPA Agreement and hoped that German leaders would use their voices to influence the European Commission (EC) to soon remove the IUU yellow card for Vietnamese seafood.
* On September 29, Permanent Deputy Prime Minister Nguyen Hoa Binh attended and spoke at the annual conference of the World Alliance of International Financial Centers (WAIFC) in Frankfurt.
The conference was attended by leaders of more than 30 international financial centers that are members of WAIFC - an organization that promotes extensive cooperation between global financial centers. This is the first time Vietnam has had a representative attend the WAIFC Annual Conference in the context that the National Assembly has just issued Resolution No. 222/QH15 on the International Financial Center in Vietnam in June 2025.
Speaking at the Conference, the First Deputy Prime Minister emphasized that Vietnam is determined to build a comprehensive legal basis according to the most advanced international standards to deploy and operate the International Financial Center. To implement the Resolution of the National Assembly, ministries and branches, together with Ho Chi Minh City and Da Nang, have proactively researched and learned from the experiences of many international financial centers, thereby perfecting the legal framework, institutions and necessary infrastructure. The Deputy Prime Minister said that up to now, the management and operation apparatus for the international financial center in Ho Chi Minh City and Da Nang have been carefully prepared, ready to go into operation and welcome global partners.
The construction of an international financial center in Vietnam is unprecedented, but Vietnam has its own advantages such as a stable political system, a transparent and attractive investment environment, a solid macroeconomic foundation, and a young, dynamic population that is ready to adapt to modern financial trends.
The Deputy Prime Minister emphasized that WAIFC is a “lighthouse” for international financial centers in a volatile world. For Vietnam – a newly formed financial center, WAIFC plays an important role as a gateway to connect with the global financial market and deeply integrate with the international community.
The First Deputy Prime Minister pointed out the three commitments of the Vietnamese Government in developing the International Financial Center: Building a transparent and modern legal system to ensure the safety and trust of investors; Issuing specific, flexible and competitive incentive policies to create an attractive and different international financial center; Attracting and retaining experts and high-quality human resources through investment in building world-class infrastructure to encourage them to live, work and do business in the Vietnam International Financial Center.
On the same day, Permanent Deputy Prime Minister Nguyen Hoa Binh and a high-ranking Vietnamese delegation attended the SIBOS 2025 Annual Meeting organized by the Society for Worldwide Interbank Financial Telecommunication (SWIFT) in Frankfurt. This is the world's largest international financial and banking event, bringing together more than 10,000 delegates from central banks, financial institutions, technology corporations and global enterprises. The presence and meetings of the Vietnamese Government delegation at SIBOS 2025 - one of the world's largest financial forums - demonstrate the Government's determination to enhance Vietnam's position and role in the international financial community.
At SIBOS 2025, Permanent Deputy Prime Minister Nguyen Hoa Binh visited the exhibition booths of the State Bank of Vietnam and leading commercial banks in Vietnam.
* On September 30, Permanent Deputy Prime Minister Nguyen Hoa Binh chaired the Investment Promotion Conference in the Vietnam International Financial Center, organized by the Ministry of Finance of Vietnam in coordination with the Embassy of Vietnam in Germany, the Consulate General of Vietnam in Frankfurt and the People's Committee of Da Nang City. The conference attracted the participation of many leaders of leading corporations, companies and financial institutions of Germany and Europe. The conference listened to presentations from the People's Committees of Da Nang City and Ho Chi Minh City on preparations for the construction of the International Financial Center in Vietnam, and exchanged experiences of German enterprises and partners in building international financial centers.
At the Conference, Permanent Deputy Prime Minister Nguyen Hoa Binh witnessed the signing ceremony of the Memorandum of Understanding between the People's Committee of Da Nang City and Frankfurt Main Finance to cooperate in sharing experiences in organizing and operating the International Finance Center, connecting and introducing investors, financial institutions, and investment funds to participate in investment, business and operations at the International Finance Center in Da Nang.
Next, Permanent Deputy Prime Minister Nguyen Hoa Binh had a working session with the German-Asia Pacific Business Association (OAV), with the participation of about 20 German enterprises that have been or are seeking investment opportunities in Vietnam in the fields of infrastructure and transportation, carbon and renewable energy, information technology and vocational training, including famous companies such as Siemens, Messer, CKG CampusKontor, PNE, Wilo Group...
Also within the framework of the working trip, Permanent Deputy Prime Minister Nguyen Hoa Binh visited the Vietnamese Embassy and discussed with the Embassy's staff and representatives of overseas Vietnamese in Germany. Permanent Deputy Prime Minister Nguyen Hoa Binh informed the people about the country's outstanding achievements in the fields of economic development, foreign affairs and the major policies of the Party and State on the revolution of streamlining the apparatus, innovation, private economic development, promoting institutional and legal perfection and international integration, new legal policies such as the Housing Law, Land Law, Nationality Law, etc.; at the same time, he answered questions, thoughts and aspirations of overseas Vietnamese in Germany related to the issue of Vietnamese nationality, online Vietnamese language classes, mechanisms to attract talents and train experts.
