Faced with the situation of people using boats and canoes without registration or inspection, drivers without degrees or professional certificates, spontaneously transporting tourists and other complicated transportation activities with potential risks of traffic safety, together with the functional forces of the province, Cam Pha City Police are strengthening inspection and strictly handling violations.

Currently, in addition to 50 vehicles registered for inland waterway passenger transport, in Cam Pha City there are also many private vehicles serving coastal fishing, aquaculture, and earning a living on the water. When meeting people in need, illegal passenger transport businesses have arisen. These vehicles are mostly small in capacity, assembled by people based on experience; and are not registered or inspected by competent authorities. Therefore, when used to transport passengers, there are many potential risks of not ensuring safety, especially when encountering extreme weather phenomena such as storms and tornadoes out of season.

In the first 6 months of 2024, the Waterway Police Team, Traffic Police Team (Cam Pha City Police) discovered and handled 68 cases of vehicles violating regulations on ensuring order and safety of inland waterway traffic, of which 14 cases involved transporting people by unregistered and uninspected watercraft, and the vehicle operators did not have appropriate professional certificates. They were fined 150 million VND and the vehicles were temporarily detained for handling according to regulations.

Lieutenant Colonel Nguyen Van Thinh, Deputy Head of the Traffic Police Team (Cam Pha City Police), said: Handling small-capacity watercraft that are not registered or inspected is extremely difficult, because the owners of the vehicles often do not have fixed anchors. When they see the authorities patrolling and controlling, they will bring the vehicles ashore or stop operating, so they cannot be handled. In addition to resolutely handling violations, on the basis of basic investigations, for qualified vehicles, the City Police leaders directed the Waterway Police Team, the Traffic Police Team to coordinate with the Inland Watercraft Inspection Station (Department of Transport) to guide people to complete the procedures for registration and inspection.

With a diverse and quite complex waterway network, currently in addition to 2 seaports and 6 specialized ports, Cam Pha City also has 8 inland waterway ports and 7 inland waterway wharves that are licensed to operate. In addition to the activities of transporting people working in aquaculture and tourism, Cam Pha City also has a large number of workers and laborers working on cargo handling vehicles at sea, often needing to travel from shore to barges, ships and vice versa. In addition to increasing patrols, controlling, and strictly handling violations that pose a risk of traffic safety on the route, the waterway police force (Cam Pha City Police) regularly meets and propagates so that people and tourists voluntarily comply with regulations on ensuring order and safety of inland waterways; not using services from unsafe vehicles.

Mr. Tu Anh Nam, manager of SJS Investment and Trade Joint Stock Company - a unit that operates cargo handling activities in the Hon Net - Con Ong port area (Cam Pha City) said: Due to the nature of their work, officers and workers working in the Hon Net - Con Ong port area often have to move from the shore to the unit's "boom bo" vehicles, before going to work in the port waters. In addition to propagating mandatory regulations that must be followed when participating in waterway traffic, such as regulations on wearing life jackets when traveling by boat or canoe, and not boarding a vehicle carrying more than the prescribed number of people, the waterway police force and Cam Pha City Police also regularly propagate and guide some signs to identify unregistered, uninspected, and unsafe vehicles, so that people and tourists can recognize and not rent or use services from these vehicles.
