Reaching the 5 targets on culture and people of Quang Ninh early

2024 is the first year of implementing Resolution No. 17-NQ/TU dated October 30, 2023 of the Provincial Party Committee "On building and promoting cultural values, human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development". Immediately after the issuance of Plan No. 67/KH-UBND dated March 8, 2024 of the Provincial People's Committee on implementing the 2024 working theme for the task of "Developing culture and people rich in Quang Ninh identity", all levels, branches and localities have focused on implementing tasks with a proactive and drastic spirit and achieved positive and outstanding results. The movement of physical exercise and sports has spread widely among all classes and regions of the province in recent times.

Accordingly, by the end of September, 100% of high school students at all levels had access to arts education , cultural heritage, and visits to special national relics or the Provincial Museum and Provincial Library. This content is implemented according to the 2018 General Education Program, especially through the Art subject (Music, Fine Arts), through the Quang Ninh Provincial Local Education Documents. The Department of Education and Training and the Department of Culture and Sports signed Plan No. 71/KHPH-SVHTT-SGDĐT dated February 7, 2023 on coordinating the implementation of traditional education for students through cultural heritage, first year. Accordingly, the Department of Education and Training has directed 100% of educational institutions to proactively organize activities to visit, study and experience at historical and cultural relics in the area, Museums, Provincial Library...

The second criterion that has been achieved is that the rate of people regularly exercising and playing sports has reached 40.8% so far, and the rate of families doing sports has reached 24%. This result is due to the important role of the Campaign "All people exercise following the example of great Uncle Ho" which has been maintained and organized from the provincial to grassroots levels. The campaign is linked to the month of physical exercise for everyone and the Olympic Running Day for the health of all people, creating a widespread spread throughout the province, attracting a large number of people to participate in physical exercise and sports.

Sports events and activities have developed strongly, diversified and are held regularly. In the first 9 months of the year, the province has organized 12 sports tournaments, not to mention sports tournaments organized by district and commune levels. The above activities have brought clear cultural, spiritual and physical values to the majority of people, contributing to improving health and cultural enjoyment, preventing diseases and repelling social evils.

At the same time, Quang Ninh province is the place chosen by organizations and businesses to organize many large-scale sports activities, with the participation of thousands of domestic and international athletes for each tournament, such as: Aqua Warriors Ha Long Bay, Aqua Warriors Ha Long Van Don, VnExpress, International Yoga Festival... Besides, the establishment of Quang Ninh Pickleball Federation and the introduction of Pickleball in the province has contributed significantly to attracting a large number of people to participate in training and increasing the rate of people participating in sports training in the community.

The source of medical staff for medical units is being supplemented, ensuring that by the end of 2025 the province will attract at least 298 doctors according to the Resolution's target.

Up to now, the rate of schools meeting national standards in the province is high with 560/617 schools meeting national standards, accounting for 90.8%. Currently, the Department of Education and Training and localities are actively consulting and building, it is expected that by the end of this year, the rate of schools meeting national standards will reach and exceed the target of 91% or more.

The fourth criterion achieved is that 100% of youth union members, students and pupils are educated on crime prevention and social evils. Accordingly, in the past time, 100% of units have thoroughly grasped and implemented the construction of a healthy, dynamic, creative, humane and progressive cultural environment for all staff, civil servants, employees, students and pupils through conferences, regular activities, thematic activities; printed boards and signs at agencies and units... 100% of units in the education sector build and replicate typical examples, good people and good deeds; fight against social evils to build and form a cultural environment, a model of Quang Ninh people; regularly organize propaganda and legal education activities for students and pupils associated with flag-salute ceremonies, extracurricular activities...

The fifth criterion is to achieve 57.2 hospital beds per 10,000 people; 15 doctors per 10,000 people; 2.8 university pharmacists per 10,000 people; over 25 nurses per 10,000 people; the health insurance participation rate reaches 95.5% of the population. Statistics in the first 9 months of the year show that the above contents have all been achieved and exceeded, in which the exceeded are 17 doctors per 10,000 people and 7 university pharmacists per 10,000 people. The Department of Health is currently guiding units to recruit civil servants to work at affiliated units, thereby supplementing the human resources of doctors for medical units that are lacking doctors, ensuring that by the end of 2025, at least 298 doctors will be attracted according to the Resolution's target. At the same time, units develop internal spending regulations, including allocating funds from revenue sources to attract, treat, and train high-quality human resources, necessary according to the development needs of the unit...

According to the report of the Department of Culture and Sports, the remaining targets are being implemented. However, some targets are forecast to be difficult to complete. That is, storm No. 3 damaged many cultural and sports institutions from the provincial to the village level (Provincial Museum, Planning Palace, Provincial Fair and Exhibition, Sports Training and Competition Center...), affecting cultural, artistic and sports activities in the whole province. Therefore, some sports tournaments had to be postponed or held later than planned at the beginning of the year, and some tournaments even had to refuse to host because the facilities at the Provincial Sports Complex were severely damaged and could not be repaired.

Furthermore, the implementation of the task of developing the cultural industry faces difficulties and obstacles in legal regulations; coordination mechanisms between the Ministry and the provincial level; cultural industry advisory contents are new areas that have not been regulated by the current legal system. Attracting and improving the quality of human resources in the field of culture and art, and the team of lecturers in art majors face difficulties because this is a special industry, it is difficult to have resources and facilities to attract high-quality human resources.

A notable point is that the target of 85% of agencies, units and enterprises achieving the title of "Cultural agency, unit and enterprise" is also included in this number, with the reason being that non-state enterprises are currently not interested in implementing and submitting applications for recognition of the title, which needs more attention.
