Need synchronous solutions to fill the "gap"

After the reorganization of the two-level local government apparatus, the absence of district-level agricultural extension centers has left a “gap” in the connection between the province and the commune. To solve this problem, agricultural extension work is focusing on strengthening the grassroots staff and training a generation of young farmers - those who will master technology and agricultural economic thinking.

According to the Dak Lak New Rural Area Coordination Office, it is necessary to synchronously deploy many solutions to improve the effectiveness of agricultural extension work. That is, continue to promote training and in-depth training on safe production techniques, business administration, and brand development for OCOP subjects; increase the application of digital transformation in agricultural extension activities, support subjects to promote products on e-commerce platforms and social networks. At the same time, build a transparent traceability system to enhance consumer confidence; strengthen coordination between the agricultural extension sector, industry and trade, science and technology to support trademark protection, geographical indications and expand consumer markets.

This reality requires training and development of agricultural extension staff not only in technology but also in market economics, value chain management and especially knowledge of international standards (EUDR, GlobalGAP), traceability and digital transformation.

Mr. Hoang Van Hong, Deputy Director of the National Agricultural Extension Center, emphasized: "Currently, people need to organize production effectively, so agricultural extension work not only provides knowledge and techniques but must also be a bridge for farmers to access technology, businesses and markets."

"There needs to be a clear mechanism to strengthen the commune-level agricultural extension team. It is best to build a team of specialized staff, well-trained in digital technology and management skills" - Mr. , Chairman of Buon Ma Thuot Coffee Association proposed.

According to the National Agricultural Extension Center, in the two-level local government model, regional (inter-commune) agricultural extension stations are a very important force of the agricultural sector at the grassroots level. Therefore, it is necessary to soon have direction and guidance to exploit and use this force of cadres to serve agricultural and rural development, especially in the context of disease outbreaks and complicated developments.

For community agricultural extension groups, this is the force that directly guides farmers to reorganize production, connects farmers to establish cooperatives, cooperative groups and connects with businesses to consume products for farmers. Therefore, it is necessary to soon consolidate and complete according to the new administrative model to maintain activities serving agricultural development and new rural construction in the locality.

According to Mr. Nguyen Van Ha, former Deputy Director of the Department of Agriculture and Environment, in the new period, the Dak Lak agricultural extension system must innovate its methods and objects of operation, shifting from supporting small farmers to focusing on farms, cooperatives and enterprises, creating sustainable production chains. At the same time, it is necessary to guide people to diversify products through deep processing; promote production according to processes and standards, not only to meet the market but also to protect soil health and the environment.
