National Assembly delegate Tran Hoang Ngan (HCMC) pointed out that in reality, there have been disputes between home buyers and investors. Therefore, the delegate suggested that this draft law must specify in detail the responsibilities of investors, including state management agencies when granting construction permits. At the same time, there should be regulations to protect the vulnerable in society, home buyers.
