Deputy Duong Khac Mai ( Dak Nong Delegation) highly agreed with the drafting of the Law on Urban Planning and Rural Planning to perfect planning policies and laws, harmoniously combining urban development with new rural construction, meeting the requirements of sustainable socio-economic development.

However, according to Mr. Mai, in the trend of opening up to receive and accept influences from many cultures, urban planning and rural planning are facing great challenges, most noticeably in terms of architecture. Globalization, modernization and urbanization have given rise to a number of negative impacts on traditional architectural values. Rural landscapes are also gradually losing cultural symbols such as banyan trees and communal houses. Traditional houses are being replaced by tube houses, houses with foreign architectural styles, and stereotypical architecture.

Therefore, to ensure sustainable development planning, according to Mr. Mai in Article 7 on principles of urban and rural planning activities, it is necessary to study and supplement principles on protecting, inheriting, promoting traditional values, national cultural identity, and respecting regional cultural space.

According to Deputy Le Huu Tri ( Khanh Hoa Delegation), the draft Law has logically and clearly designed 9 new groups of contents compared to the provisions of current laws to ensure consistency and unity in the legal system on planning and related laws. Thereby meeting the requirements for implementing construction investment projects. Among them are some outstanding new contents such as clearly defining the urban and rural planning system according to types and levels of planning; defining, decentralizing, and delegating powers in making, appraising, approving, and adjusting urban and rural planning, simplifying the procedures for making, appraising, and approving planning to meet the requirements for improving the investment and business environment.

Mr. Tri assessed that this is a strong innovation in thinking about urban and rural planning. The new contents of the draft Law will remove many obstacles, facilitate the investment process, construction, development and improve management efficiency in urban and rural areas. At the same time, improve the quality of planning, meet the requirements of construction, management and sustainable development of urban areas in Vietnam.

Mr. Tri also said that the draft Law needs to have clearer regulations on the content of the types and levels of urban and rural planning in accordance with the planning of the province. At the same time, it is necessary to clearly stipulate the case of zoning planning and detailed planning when the proposed planning boundary has overlaps and intersections between functional areas and urban areas, between functional areas and rural areas, between urban and rural areas.

Delegate Hoang Van Cuong ( Hanoi Delegation) said that urban planning and rural planning are two different categories but are intertwined. Therefore, the development of the Law on Urban Planning and Rural Planning is extremely necessary to have a synchronous planning system, ensuring integration, comprehensiveness, avoiding overlapping plans, and harmoniously combining urban development with rural construction.

“The development of this Law is also an opportunity for us to review the overall planning related to urban and rural areas to have a logical, hierarchical planning system, which is both a premise and a basis for implementing lower-level planning and also concretizing higher-level planning,” said Mr. Cuong.
