Preparatory session of the 1st Ninh Binh Provincial Party Congress, term 2025-2030

On September 30, the 1st Ninh Binh Provincial Party Congress, term 2025-2030, held a preparatory session. This is the first Congress after the merger of the three provinces of Nam Dinh, Ha Nam, and Ninh Binh, which is of special importance for the comprehensive development of Ninh Binh province in the period 2025-2030.

Chairing the congress were comrades: Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mai Van Tuat, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee.

Also attending the Congress were leaders of departments and bureaus under the Central Party Committees; comrades in the Provincial Party Standing Committee, the Provincial Party Executive Committee and 500 delegates representing the will and aspirations of more than 240,000 party members in the Provincial Party Committee. These are excellent delegates, representing the intelligence, political mettle, fighting will and strength of the Party Committee.

Before proceeding with the preparatory session, delegates took a minute to commemorate those who died due to natural disasters and floods in recent times.

At the preparatory session, the Congress elected the executive and support bodies of the Congress, including: the Presidium, the Secretariat and the Congress Delegate Qualification Examination Board. As a result, 100% of the Congress delegates voted unanimously to have 15 members of the Presidium; 15 members of the Presidium; 3 members of the Secretariat; and 7 members of the Congress Delegate Qualification Examination Board.

Next, the Congress Presidium approved the program, rules and regulations of the congress; reported on the synthesis of opinions and contributions to the draft documents to be submitted to the 14th National Party Congress; oriented the discussion and divided into discussion groups; discussed in groups the draft documents to be submitted to the 14th National Party Congress and the documents to be submitted to the 1st Provincial Party Congress.
