[Update] - National conference on breakthroughs in science, technology, innovation and national digital transformation

On the morning of January 13, at the Dien Hong meeting room, the National Assembly building, the Politburo organized a national conference on breakthroughs in science, technology, innovation and digital transformation (S&T).

Attending the conference were comrades: General Secretary To Lam; President Luong Cuong; National Assembly Chairman Tran Thanh Man ; Prime Minister Pham Minh Chinh; Party and State leaders; former Party and State leaders; leaders of Central Committees, Ministries and branches. The conference was connected online from the Central to communes, wards, towns, villages and neighborhoods with more than 80,000 connecting points and nearly 1 million delegates attending the conference.

The conference was connected online to 822 bridges with the participation of 37,067 cadres and party members from the province to the grassroots.

At the conference, comrade Hoang Dang Quang, member of the Party Central Committee, Deputy Head of the Central Organizing Committee, announced the Politburo's Decision on establishing the Central Steering Committee on Science and Technology Development, National Innovation and Digital Transformation; and stipulated the functions, tasks and powers of the Steering Committee. General Secretary To Lam was the Head of the Steering Committee.

Delegates listened to Comrade Thai Thanh Quy, Member of the Party Central Committee, Deputy Head of the Central Economic Committee, present a summary report on the situation and results of the implementation of the Party and State's guidelines and policies on science and technology development, innovation and digital transformation in recent times; thoroughly grasp the spirit, development and core content of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in national science and technology development, innovation and digital transformation.

The report stated: Throughout the revolutionary career of our nation, our Party and President Ho Chi Minh have always paid attention to the development of science and technology. On May 18, 1963, at the First National Congress of the Vietnam Association for Dissemination of Science and Technology, President Ho Chi Minh directed: "Science must come from production and must return to serve production, serve the masses, in order to increase labor productivity and constantly improve people's lives, ensuring the victory of socialism". During the resistance war, many famous scientists had research works, applying science and technology in many fields, especially manufacturing and improving weapons to fight foreign invaders and treating our cadres, soldiers and people.

Since the reunification of the country, especially since the implementation of the Renovation process, our Party has increasingly paid attention to and identified the importance, role and leading position of science and technology in socio-economic development associated with accelerating the process of industrialization and modernization of the country. Through the terms of the Congress, the Party's awareness and thinking on the development of science and technology, innovation and modernization have been gradually improved and innovated; the policies and orientations set out have inherited and developed in accordance with the requirements of national development in each period and associated with the general development trend of the world.

However, we also need to frankly admit that we still have many limitations and weaknesses: The speed and breakthrough in the development of national science and technology, innovation and digital transformation are still slow; they have not really become an important driving force for socio-economic development. The potential and level of national science and technology, innovation and digital transformation are still far behind those of developed countries. Research and application of science and technology, innovation and digital transformation have not made any breakthroughs, and strategic technologies and core digital technologies have not been mastered. Infrastructure is not yet synchronized, especially digital infrastructure, which still has many limitations; information security, safety, and data protection still face many challenges...

The report also pointed out that the fourth industrial revolution is taking place strongly with the remarkable development of digital technology, especially artificial intelligence, big data, quantum, automation... rapidly and deeply affecting all aspects of social life, comprehensively changing the way people live and work. Science and technology, innovation and digital transformation have become decisive factors for the development of countries. Governments of countries increasingly focus on socio-economic development based on science and technology, innovation and digital transformation; digital economy, circular economy, green growth are the development models chosen by many countries.

Thoroughly grasping and implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation, comrade Thai Thanh Quy, member of the Party Central Committee, Standing Deputy Head of the Central Economic Committee, raised 5 groups of guiding viewpoints, emphasizing: The Politburo affirmed the particularly important role of national science and technology, innovation and digital transformation, clearly identifying this as a top-notch breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the economy - society, prevent the risk of falling behind, bring the country to breakthrough development, become rich and strong in the new era...

The Resolution sets out the consistent and inseparable requirement of ensuring national sovereignty in cyberspace; ensuring network security, data security, and information security of organizations and individuals. This is a particularly important issue to meet the requirements of sustainable development, security, and safety.

The Resolution also sets out five target groups by 2030, which identify orientations for potential, science and technology level, and innovation, and sets a specific goal that Vietnam will be among the top three countries in Southeast Asia, and the top 50 countries in the world in terms of digital competitiveness and e-Government development index.

Resolution No. 57 has proposed 7 groups of tasks and solutions including: Raising awareness, breaking through innovating thinking, determining strong political determination, determination to lead and direct, creating new impulses, new momentum in the whole society for the development of science and technology, innovation and national digital transformation. Urgently and resolutely perfecting institutions; eliminating all thoughts, concepts and barriers that are hindering development; turning institutions into a competitive advantage in the development of science and technology, innovation and digital transformation. Increasing investment and perfecting infrastructure for science and technology, innovation and digital transformation nationally. Developing and employing high-quality human resources and talents to meet the requirements of developing science and technology, innovation and national digital transformation. Promoting digital transformation, applying science and technology and digital transformation in the activities of agencies in the political system; improving the effectiveness of national governance, the effectiveness of state management in all fields, ensuring national defense and security. Strongly promote science and technology, innovation and digital transformation activities in enterprises. Strengthen international cooperation in science and technology development, innovation and digital transformation.
