The longest sea-crossing bridge in the Central region is gradually revealed

(Dan Tri) - The bridge over Thuan An estuary ( Hue city, Thua Thien Hue province) is considered the longest sea-crossing bridge in the Central region, with the main span with the longest and highest mixed cable in the country.

The coastal road project through Thua Thien Hue province and the bridge over Thuan An estuary connecting Hai Duong commune with Thuan An ward (Hue city) phase 1 is invested by the Provincial Traffic Construction Investment Project Management Board. The project has a total investment of VND 2,400 billion, started construction in March 2022, and will be implemented over a period of 3 years. The route is nearly 8km long, of which the bridge is about 2.36km long, with a cross-section of 26m and a width of 20m.

Up to now, nearly 2 years after the groundbreaking date, the project's shape has been revealed. The bridge alone has completed more than 50% of the plan. Of which, the two main pillars T27 and T26 are the most difficult items, located in the middle of the sea, and have completed more than 50% of the plan. Items on the sea surface are also being accelerated. The project is assessed to have the best progress in disbursing public investment capital in Thua Thien Hue province at present.

The biggest problem currently facing the coastal road and bridge project through Thuan An estuary is compensation and site clearance. According to Mr. Bui Ngoc Chanh, Deputy Director of the Hue City Land Fund Development Center, the clearance area for phase 1 of the project in Hai Duong commune and Thuan An ward has a total land area of ​​about 31 hectares, including residential land, rice land, aquaculture land, and cemetery land. Up to now, the site clearance work in Hai Duong commune has basically completed the residential land and production land; 34 mausoleums with complex architecture are being reviewed and estimated by an independent unit to have a basis for compensation.

For Thuan An ward, the site clearance of 4.1 hectares of protective forest land has been completed; the relocation of tombs has been basically completed. The total number of households with residential land that needs to be cleared is 229, of which 120 are resettled. The government has completed the inventory and declaration of land use origin for households cleared under the project. As for land plots with encroachment origin and not eligible for compensation and resettlement, the local government and relevant agencies are mobilizing people to return the land to the state.

Similarly, the Nguyen Hoang Street and Huong River overpass project, which started construction in December 2022, has a total investment of more than VND 2,281 billion for the completion phase, of which phase 1 is more than VND 1,855 billion. The project belongs to Ring Road 3, connecting two satellite towns of Huong Tra and Huong Thuy with Hue city of Thua Thien Hue province. This is a special traffic project, selected through many rounds of competition, with unique architectural ideas, in harmony with Hue's landscapes, heritage and culture.

According to the Hue City Land Fund Development Center, to implement the project, it is necessary to recover 356,705 square meters of land from more than 160 households in Kim Long Ward and Duc Ward, of which Duc Ward (the southern bank of the project) has 105 plots of land to be recovered. Up to now, Hue City has approved the compensation and site clearance plan for 83/105 plots in Duc Ward, with a total value of nearly 112 billion VND; 14 plots have not been approved due to the lack of land appraisal results and 8 cases of land recovery without confirmation of land status from local authorities.

Currently, only 53/105 plots in Duc Ward have handed over the land, the remaining plots have been partially recovered, and people are being encouraged to continue handing over. Households subject to resettlement will be allocated land in Bau Va 3 and 4 planning areas, Lich Doi area (Thuy Xuan ward, Hue city) to build stable housing.

In the project, there are many plots of land with problems related to the household registration book for the sub-households (living together on the same plot of land that was recovered). These cases do not fully meet the criteria for resettlement, so the people have not yet handed over the land to the state. Ms. Ho Thi Long (pictured, 66 years old, in Duc Ward) is a single mother, still living in the room at the end of the partially demolished house, worshiping her son who passed away a few years ago. According to Mr. Bui Ngoc Chanh, Hue city is researching to have a plan to support households whose land was recovered, ensuring the best possible stability of life.

The compensation and site clearance for the Nguyen Hoang Street and Huong River overpass project is still facing difficulties as 15 households overlap with the project of the walking street along the Huong River, extending from Da Vien Bridge to the section near the intersection with Huyen Tran Cong Chua Street in Duc Ward. In particular, households located right at the Huong River overpass pier have not yet accepted to hand over the site due to questions about the resettlement policy.
