With the characteristics of mountainous, border and island provinces, preparations for the new school year in difficult areas always receive special attention from the Party Committee, government and education sector, so that all students have the opportunity to go to school in the best conditions.
In the 2021-2025 period, Quang Ninh has allocated more than VND 3,291 billion for the education, training and vocational education sectors, 2.3 times higher than the previous period. Particularly, projects to build and upgrade schools and classrooms account for more than VND 2,626 billion, including 17 projects according to Resolution No. 99/NQ-HDND of the Provincial People's Council focusing on ethnic minority and mountainous areas. Thanks to that, by the end of 2024, all boarding and semi-boarding schools for ethnic minorities will be solidly built.
In addition, the education sector also focuses on investing in minimum teaching equipment, promoting the application of information technology, implementing digital transformation, and building a modern and safe educational environment for students.
Many specific programs and projects have been and are proving effective. Notably, the project “Enhancing Vietnamese for preschool children and primary school students in ethnic minority areas” has significantly improved language skills, creating a foundation for knowledge acquisition for tens of thousands of children. The rate of students completing primary school is 100%, and the number of students who have not met skill standards has decreased sharply.
Along with that, boarding and semi-boarding schools for ethnic minorities enjoy many support policies regarding tuition fees, accommodation and living expenses. In addition, the province also issued specific resolutions, such as supporting students in communes that have just emerged from difficult situations, or social assistance policies for students in special circumstances.
The number of teachers and staff who are ethnic minorities is currently 2,685, accounting for more than 11% of the total number of staff in the education sector. To prepare well for the new school year, the province and the Department of Education and Training have organized many professional training courses, improved English and Chinese language skills for teachers, and implemented psychological counseling models, sex education, and gender equality in schools in mountainous and border areas.
In Ba Che commune, preparations for the 2025-2026 school year have been implemented early. After merging Ba Che town, Thanh Son, Nam Son, Don Dac communes (formerly Ba Che district) and part of Hai Lang commune (formerly Tien Yen district) into Ba Che commune, the locality has quickly caught up with education and training work, implementing key tasks to prepare for the 2025-2026 school year. The People's Committee of the commune has issued an official dispatch directing the strengthening of conditions for the opening of the school year; reviewing and developing plans to arrange the school network and conducting surveys on universal education and illiteracy eradication in the area.
Regarding facilities, since the end of 2024, Ba Che district has directed the review and repair of schools, overcoming damage after storm No. 3 and completing it in May 2025. The items are guaranteed to meet the standards according to Circular No. 13/2020/TT-BGDDT of the Ministry of Education and Training. The purchase of minimum teaching equipment is also focused on, with a total budget of more than 1 billion VND. Schools are instructed to make the most of existing equipment, and teachers are encouraged to make their own tools from recycled, environmentally friendly materials.
At the same time, the preparation of textbooks for students was completed. The Commune People's Committee directed to review and fully support books, notebooks, and school supplies for students in difficult circumstances, ensuring that no student lacks the conditions to go to school. Solutions to prevent school violence, social evils, drugs, injuries, drowning, etc. were implemented synchronously. The atmosphere of preparing for the opening ceremony was bustling at schools. Villages and hamlets actively encouraged preschool children and students to go to class, ensuring to maintain the number of students from the beginning of the year.
Along with the attention of the government, many socialized projects have brought joy to the new school year for students in disadvantaged areas. At Dai Duc 2 Primary and Secondary School (Dong Ngu Commune), Dong Tam Secondary School (Luc Hon Commune), many new "Computer classrooms for children" have been inaugurated, each room is equipped with computers, tables, chairs and supporting equipment worth 100 million VND.
With the attention of the entire political system and the consensus of the whole society, Quang Ninh is determined to ensure that all students, especially ethnic minority students and students from disadvantaged areas, can welcome the new school year in the best conditions.
