According to the proposal of the Ministry of Finance , taxpayers will be able to deduct expenses for health care and education and training for themselves and their dependents from their personal income taxable income.

Currently, the Personal Income Tax Law only exempts items such as compulsory insurance payments, charity expenses, special allowances...

The Ministry of Finance is proposing to add regulations allowing taxpayers to deduct expenses for health care and education and training for themselves and their dependents from their personal income taxable income.

However, in the draft law amendment recently sent to the Ministry of Justice for review, the Ministry of Finance wants to expand the list of deductions, adding essential expenses such as health and education - which are a heavy burden for many households. According to the proposal, the deductible expenses will be calculated before determining taxable income. The specific deduction level and scope of application will be specified in detail by the Government to ensure flexibility and suitability with socio-economic realities.

According to economic experts, this is a positive move, showing the receptiveness and acceptance of international experience in tax policy. However, economic experts also believe that it is necessary to clearly stipulate the ceiling of deductible expenses to avoid abuse, and at the same time, it is possible to base on actual expenses at public establishments to build a reasonable deduction level.

The draft amendment to the Law on Personal Income Tax is expected to be submitted to the National Assembly at the 10th session of the 15th tenure in October 2025.
