Ensure the provision of a unified set of textbooks nationwide for use from the 2026-2027 school year, and implement a roadmap to provide free textbooks to all students by 2030.

This is one of the tasks assigned by the Government to the Ministry of Education and Training in Resolution No. 281/NQ-CP promulgating the Action Program to implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development. Resolution 281 aims to unify the action program and identify specific tasks for ministries, branches, agencies and localities to realize the goals set out in Resolution 71.

Accordingly, the Government requests ministries, branches, and local People's Committees to resolutely, effectively, and synchronously implement 8 tasks corresponding to the 8 tasks set out in Resolution 71.

In addition to ensuring the provision of a unified set of textbooks nationwide from the next school year, the Government also assigned the Ministry of Education and Training to review and complete the general education program; continue to innovate education; synchronously implement solutions to overcome the widespread situation of extra teaching and learning; gradually make English the second language in schools; develop specific policies to attract excellent students to study pedagogy...

The Ministry of Education and Training shall preside over and coordinate with ministries, agencies and localities to complete relevant draft laws; develop documents regulating recruitment, employment, training, salaries, allowances, special and outstanding preferential policies for teachers; supplement regulations on compulsory education after junior high school, tuition policy, socialization policy and diversification of investment resources for education; policy for boarding school students in border communes; career guidance and streaming...

The Government assigned the Ministry of Finance to amend and supplement regulations on financial support and preferential credit for learners and educational institutions; regulations on exemption and reduction of land rent for educational institutions, tax for non-public educational institutions for non-profit purposes; allocation of budget expenditures for education; reduction of administrative procedures related to education; development and promulgation of regulations on funding funds for educational institutions mobilizing community capital; allocation of funds for investment in building school facilities and preferential policies for teachers and learners...

In raising awareness, innovating thinking and taking action to make a breakthrough in education development, the Government requires ministries, branches and localities to make education and training development a focus in strategies, planning, policies, programs, development plans and prioritize resource allocation.

The Government also requested ministries, agencies and localities to review and perfect current legal regulations, promote decentralization, adjust planning to prioritize clean land for education, and prioritize the arrangement of surplus headquarters after the rearrangement.
