According to the President , it is necessary to continue to properly handle policies and regimes, especially in dealing with post-war consequences, searching for, gathering, and burying martyrs; and those with meritorious services who have not yet fully enjoyed policies.

On the occasion of the 77th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2024), on the afternoon of July 22, at the Presidential Palace, President To Lam had a cordial meeting with the delegation of outstanding revolutionary contributors nationwide in 2024.
Attending the meeting were Party Central Committee members: Head of the Office of the President Le Khanh Hai; Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung; Senior Lieutenant General Tran Quoc To, Deputy Minister of Public Security ; Senior Lieutenant General Vo Minh Luong, Deputy Minister of National Defense; Editor-in-Chief of Nhan Dan Newspaper Le Quoc Minh; representatives of leaders of a number of central and Hanoi ministries and branches.
Also attending were 91 delegates who were Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes, war invalids, sick soldiers, and relatives of outstanding martyrs nationwide in 2024.
Before starting the meeting, President To Lam and delegates observed a minute of silence in memory of General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong.
The report of the Ministry of Labor, War Invalids and Social Affairs said that over the past 77 years, implementing the teachings of beloved Uncle Ho, our Party, State and people have always paid attention to, cared for and done well the work of showing gratitude to those who have contributed to the revolution and their relatives.
Up to now, the whole country has confirmed 9.2 million meritorious people and their relatives, with increasingly improved preferential treatment associated with ensuring fairness and consensus of the whole society.
Activities to show gratitude and the movement "All people take care of families of war invalids, martyrs and people with revolutionary contributions" are increasingly developing widely, receiving the support and support of society, and becoming a beautiful traditional feature of the nation.
From 2013 to now, the whole country has mobilized nearly 7,900 billion VND to support families of meritorious people; built 67,700 new houses and repaired nearly 45,900 gratitude houses with a total support budget of over 12,700 billion VND; donated more than 110,000 savings books to policy families with over 403 billion VND and supported a number of especially difficult cases, 2,412 Vietnamese Heroic Mothers who are still alive are cared for and supported by organizations for life.
The work of reviewing and resolving backlog of records is one of the outstanding results in implementing preferential policies for people with revolutionary contributions in recent times, with the review and resolution of more than 7,000 backlog records, submitting to the Prime Minister for recognition and granting of certificates of merit to more than 2,400 martyrs, more than 2,700 war invalids, and people enjoying policies like war invalids.
Recently, the Ministry of Labor, War Invalids and Social Affairs has implemented a Project to identify the remains of martyrs with missing information (Project 150), which is mainly implemented using DNA identification and empirical methods.
The DNA identification method has been applied to nearly 10,000 samples of martyrs' remains and more than 3,000 biological samples of martyrs' relatives. The results have compared and matched more than 1,000 martyrs' identities to inform their relatives.

Expressing his joy and emotion at meeting the representatives of the nation's outstanding meritorious people, on behalf of the Party and State leaders, respectfully remembering the heroic martyrs who sacrificed for the Fatherland, President To Lam respectfully sent to the Vietnamese Heroic Mothers, Heroes of the Armed Forces, wounded and sick soldiers, relatives of martyrs and people with meritorious services to the revolution his sincere greetings, deep affection and deepest gratitude.
The President said that, imbued with the Vietnamese people's morality of "When drinking water, remember its source" and "Repaying gratitude" and the wishes of President Ho Chi Minh, over the past 77 years, especially during nearly 40 years of carrying out the renovation process, our Party and State have issued many policies and guidelines to support war invalids, sick soldiers, relatives of martyrs, and give preferential treatment to people with meritorious services to the revolution.
Party committees and authorities at all levels have always paid attention to leading and directing the work of gratitude to war invalids, martyrs, and people with revolutionary contributions to express deep gratitude and appreciation to those who have sacrificed their blood and bones for the independence and freedom of the Fatherland and the happiness of the people.
The President welcomed the will to be self-reliant and self-reliant, helping many wounded soldiers, sick soldiers, martyrs' relatives and meritorious people to overcome their injuries and difficulties, integrate into life, continue to contribute their strength and intelligence, set good examples in labor, production, work, combat, study..., contributing to protecting and building the homeland and country to become increasingly rich, beautiful and civilized.
On behalf of the Party and State leaders, the President highly appreciated and commended ministries, departments, branches, localities, agencies, units and individuals at home and abroad for actively responding to and implementing the Party and State's policies and guidelines, actively participating and contributing to the work of war invalids and people with meritorious services; implementing many meaningful programs, in which the Association for Supporting Martyrs actively participated in the movements "Repaying gratitude", "All people take care of families of war invalids, martyrs and people with meritorious services to the revolution" with many specific and practical activities.
To continue to do a good job of repaying gratitude, taking care of people with meritorious services, families of war invalids and martyrs, the President requested Party committees at all levels, the government, the Fatherland Front and organizations to continue to seriously implement the Party and State's guidelines and policies so that people with meritorious services, relatives of martyrs, and families with preferential policies can always fully enjoy the fruits of the country's renovation, leaving no one behind, and well implementing President Ho Chi Minh's teachings: "The blood of martyrs has dyed the revolutionary flag even redder. The sacrifices of martyrs have prepared for our country to blossom with independence and freedom," "For those loyal children, the Government and people must repay them in a worthy way."
According to the President, it is necessary to continue to properly handle policies and regimes, especially the work of resolving post-war consequences, searching for, gathering, and burying martyrs, and cases of meritorious people who are still in need, or have not yet fully enjoyed policies; pay attention to improving the lives and health care of lonely and homeless people; strive to ensure that 100% of meritorious people have a level above the average level compared to the local population, and enjoy the most complete policies and regimes; pay attention to giving priority to solving difficulties, eliminating hunger, and reducing poverty for vulnerable groups, remote areas, ethnic minority areas, borders, and islands across the country.
Along with that, the President said that it is necessary to improve the quality of education on traditions, revolutionary ideals, and the morality of "When drinking water, remember its source," "Repaying gratitude" for future generations, to foster national pride and confidence, promote patriotism, self-reliance, and continue the glorious history that many generations of fathers and grandfathers shed blood and sacrificed for national independence, territorial integrity, and to build and protect the socialist Fatherland of Vietnam. The President also requested the Ministry of Labor, War Invalids and Social Affairs to continue to perform well its role as a state management agency for war invalids, martyrs, and people with meritorious services.
At the same time, continue to promote the achieved results, focus on research, consulting, and perfecting policies and laws on people with revolutionary contributions to ensure unity, synchronization, and suitability with practical requirements, contributing to compensating for the pain, loss, and consequences after the war, considering it a duty and sentiment to express deep gratitude to those who have contributed to the cause of national liberation, national unification, and firmly protecting the Fatherland.
The President believes that with the results achieved in recent times, the work of caring for people with revolutionary contributions has always received active response and participation from all levels, sectors, businesses and people, so that people with revolutionary contributions will be increasingly cared for, both materially and spiritually./.
