At the meeting, President Luong Cuong warmly welcomed Mr. Patrushev and the high-ranking delegation of the Russian Maritime Council to visit Vietnam; congratulated Russia on the achievements that it has made in recent times under the direction of President Putin and hoped that Russia will always develop stably and continue to make many positive contributions to peace and prosperity in the region and the world.
Appreciating the visit and considering it one of the important activities in substantively implementing cooperation areas between the two countries to bring the traditional friendship and comprehensive strategic partnership between Vietnam and Russia to a new height, the President also acknowledged the positive developments in Vietnam-Russia relations in recent times, especially in the context of the two countries celebrating important historical events in each country and in bilateral relations, including the 75th anniversary of the establishment of Vietnam-Russia diplomatic relations.

The President affirmed that the Party, State and people of Vietnam always remember the valuable support and assistance of the people of the former Soviet Union and Russia today; emphasized Vietnam's consistent foreign policy in relations with Russia, especially in the current new development stage; requested that agencies, ministries, branches and localities of the two countries need to have specific and frank exchanges to deploy cooperation in each field, realize the agreements and commitments of the two countries' high-ranking leaders for the interests of the two peoples and contribute to peace, cooperation and development in the region and the world.
President Luong Cuong proposed that the Russian Maritime Council support the promotion of cooperation and support for Vietnam in the maritime space, as well as in traditional and pillar areas such as defense-security, energy-oil and gas, economy-trade, education-training, transportation, etc., in accordance with the interests of each side, for peace, stability and common development in the region and the world.

Emphasizing the importance of ensuring peace and maritime safety in the East Sea, the President asked Russia to continue to speak out in support of resolving disputes in the East Sea by peaceful means, on the basis of international law, including the 1982 UNCLOS.
Russian Presidential Assistant and Chairman of the Russian Maritime Council Nikolai Patrushev expressed his gratitude for the warm and cordial reception that Vietnam gave to the working delegation; affirming that Russia attaches importance to developing the comprehensive strategic partnership with Vietnam as one of the leading important partners in the region.
Assessing that bilateral cooperation still has much potential and room for development, Mr. Patrushev affirmed that the Russian Federation Maritime Council will continue to support further expansion of cooperation areas with Vietnam, including maritime cooperation between the two countries, with a focus on scientific and technical research in the maritime field.
Affirming that the delegation's working trip aimed to implement the cooperation orientations that President Putin discussed with General Secretary To Lam in May 2025 and with President Luong Cuong in early September 2025, Mr. Patrushev emphasized his commitment to coordinate with ministries, branches and agencies of the two countries to promote specific cooperation programs and projects, turning potential into practical results as directed by the President.

At the meeting, the two sides also agreed to strengthen mutual consultation mechanisms between specialized agencies to handle difficulties and obstacles and promote effective and substantive cooperation in all fields, to effectively serve the construction and development of the two countries; acknowledged the results of cooperation within the framework of the Vietnam-Russia Tropical Center and agreed to continue developing this Center.
On this occasion, President Luong Cuong conveyed his regards to Russian President Putin and hoped that Mr. Patrushev would continue to pay attention and support the ministries and branches of the two countries to promote extensive, substantive, and mutually beneficial cooperation.
