On the afternoon of October 1, President Luong Cuong and the delegation of the National Assembly of Ho Chi Minh City, Unit 10, met with voters of 11 communes: An Nhon Tay, Thai My, Nhuan Duc, Tan An Hoi, Cu Chi, Phu Hoa Dong, Binh My, Hoc Mon, Ba Diem, Xuan Thoi Son, Dong Thanh, before the 10th session of the 15th National Assembly.
Also attending the meeting with voters were Mr. Nguyen Van Loi, Head of the National Assembly Delegation (NAD) of Ho Chi Minh City, Ms. Van Thi Bach Tuyet, Deputy Secretary of the Ho Chi Minh City Party Committee, and leaders of the People's Council and People's Committee of Ho Chi Minh City.

At the meeting, voters from the communes sent the National Assembly delegation many opinions on planning, land, traffic, policies for retired officials...

Receiving voters' opinions, President Luong Cuong said this was the first time he met with voters in Ho Chi Minh City after three months of operating the two-level local government model.

According to President Luong Cuong, after three months of operating the new model, many things have been done but there are also obstacles and difficulties. "What can be done, we will continue to promote, what is difficult and stuck, we will solve together. What belongs to the commune, the commune will solve, what belongs to the city, the city will solve, what belongs to the central government, the central government will solve, then it will be comprehensive" - he emphasized that we must aim for a streamlined, compact government, operating effectively, efficiently, and close to the people, showing that the apparatus of the two-level government must be better than the old apparatus.
"I went down to the village, the comrades said that the work was from morning to night, and by the time I got home at night, my child would be asleep" - he said and suggested that the commune leaders review, and be determined to do whatever the commune could do, and report any difficult tasks to the city.

Informing voters about the world situation, President Luong Cuong said that the world economy is recovering very slowly, with a high risk of recession and inflation, and is affected by the US tariff policy. The tariff policy is both a pressure and an opportunity for Vietnam to regain its internal strength, towards good consumption and safe eating...
In the country, storms No. 9 and No. 10 have caused serious and painful damage to people, infrastructure, production, and people's lives.
Despite the world's many difficulties, Vietnam's growth target of 8% or more this year is likely to be achieved. According to the President, the GDP is expected to reach 510 billion USD by the end of the year, with an average income per capita of over 5,000 USD, overcoming the middle-income trap and entering the upper-middle-income group. From there, we will strive to become a developing, modern industrialized, upper-middle-income country by 2030.
In addition, the macro economy remained stable, inflation was controlled, public debt and budget deficit were within safe limits; exports, foreign investment and tourism recovered strongly; agriculture, manufacturing, processing and services all achieved high growth. Notably, strategic infrastructure had important developments, many large projects were completed and many large projects and works were started.
The 10th session of the 15th National Assembly has just summarized the activities of the entire term and has given directions for the new development period. The National Assembly will consider and decide on many important issues with 45 draft laws. Among them are many important laws such as the Land Law, Investment Law... and many large groups of contents on socio-economics and state budget.

President Luong Cuong said that on the occasion of National Day September 2 alone, the whole country simultaneously started and inaugurated 250 large projects and works, as a gift to welcome Party Congresses at all levels, entering a new term, a new era of strong and prosperous development.
Regarding the work of preventing and combating corruption, waste, and negativity, President Luong Cuong said the Party and State work continuously, without stopping, without rest.
Ho Chi Minh City must go first, take the lead
The President said that the achievements of the whole country in recent times have had very important contributions from the Party Committee, government and people of Ho Chi Minh City in terms of socio-economics, national defense - security, foreign affairs, culture - society...

President Luong Cuong informed that the 14th National Party Congress is expected to take place in early January 2026, the National Assembly also plans to summarize the 2021-2026 term and prepare for the election of deputies to the 16th National Assembly, scheduled for March 2026.
In the coming time, the workload is enormous, while the time is urgent, the requirements are high, requiring all levels and sectors from the central to local levels, all cadres, party members and the entire population to unite, strive, take advantage of all opportunities, firmly overcome all difficulties and challenges to excellently complete the tasks.
Thereby, contributing to the country firmly entering a new era, an era of strong and prosperous development. “This is the aspiration of the entire Party, the entire army and the entire people, and also the responsibility of all people, including teenagers and children…” – the President emphasized.

He expressed his belief that the Party Committee, government and people of Ho Chi Minh City will continue to unite more closely and more consistently, successfully completing all tasks and making important contributions to moving the country forward. "Ho Chi Minh City must go first and take the lead" - he affirmed and said that after the merger, Ho Chi Minh City has a large space, great potential and advantages and the Party Central Committee has high expectations for the development of Ho Chi Minh City.
Proposal to recover corrupt money for road construction
Voter Le Dinh Van (Cu Chi commune) said that the current planning adjustment work is still inadequate. If the adjustment is unreasonable, it will cause loss of State land resources, but if it is not adjusted, it will lead to prolonged land waste. Voters requested the City National Assembly to soon review and adjust planning that is no longer suitable to reality.

Regarding the progress of project implementation, voters reported that many projects have been delayed for a long time. For example, Provincial Road 8, which started construction in May 2024, is still "sluggish" and has not made any progress. Voters requested to speed up the progress of projects to serve the city's development and improve the quality of life of the people.
Regarding corruption prevention and control, voter Van assessed that although the Party and State have been very determined, the subsequent corruption cases are even bigger than before.
“The money collected from corruption can be used to build projects like highways…” – voter Van said.
