National Assembly Chairman: Khanh Hoa must affirm its role as the country's energy center

Speaking at the 1st Congress of Khanh Hoa Provincial Party Committee, term 2025 - 2030, National Assembly Chairman Tran Thanh Man requested Khanh Hoa to affirm its role as the country's energy center.

On the morning of September 22, the 1st Khanh Hoa Provincial Party Congress for the 2025-2030 term opened with the participation of 396 official delegates, representing 74,000 party members in the whole province.

On behalf of the Politburo and the Party Central Committee, Politburo member and National Assembly Chairman Tran Thanh Man delivered a speech directing the congress.

Khanh Hoa has many breakthroughs and high growth

National Assembly Chairman Tran Thanh Man assessed Khanh Hoa as one of the pioneering localities applying the Key Performance Indicator (KPI) Toolkit to select, plan, train, and assign the right staff to the right job.

The province's socio-economic situation has made a breakthrough, maintaining a high growth rate, with targets on export, social investment, labor productivity, and new rural construction all reaching and exceeding the plan.

The National Assembly Chairman said that Khanh Hoa is implementing many strategic projects, notably the National Research Center for Ocean Technology, which will open up new growth drivers based on the green economy, digital economy, and knowledge economy.

He also appreciated and acknowledged that after nearly 3 months of implementing the 2-level local government model, all 64 communes and wards in the province have operated smoothly and gradually become orderly.

Besides the achieved results, Mr. Man said that some cadres, party members, heads of Party committees, authorities, agencies and units of Khanh Hoa have not yet raised their sense of responsibility, do not dare to do, push things away, avoid, fear responsibility, and even make mistakes.

Therefore, at the congress, National Assembly Chairman Tran Thanh Man asked delegates to focus on analyzing, discussing, and properly evaluating the achieved results, frankly pointing out shortcomings and weaknesses, clarifying the causes of limitations, especially subjective causes, in order to have effective solutions in the coming time.

Mr. Man also suggested that Khanh Hoa Party Committee must operate the two-level government to ensure smooth synchronization, promote digital transformation, and apply artificial intelligence AI.

"Do not allow cadres who are not politically steadfast and show signs of degradation in political ideology, ethics, and lifestyle to enter the Party committees and leadership management," the National Assembly Chairman emphasized.

Creating new development space, enhancing competitiveness

The National Assembly Chairman said that with a coastline of nearly 500km and four bays of special value, such as Van Phong, Cam Ranh, Nha Trang and Vinh Hy, a large open sea area, hundreds of large and small islands, including the Truong Sa archipelago and Truong Sa special economic zone, these are advantages for Khanh Hoa to strongly develop its marine economy.

Khanh Hoa needs to identify the development of key sectors such as energy industry, processing, manufacturing, logistics, high-tech industry, and continue to develop tourism into a spearhead economic sector of international stature and class.

The province needs to innovate its growth model in conjunction with economic restructuring and on the basis of enhancing the application of science, technology and innovation. Promote its potential and advantages, affirm its position as a national marine economic center, a modern, smart, green urban area, and the role of an energy center of the whole country.

He said that the National Assembly has passed a Resolution allowing localities after the merger to enjoy special mechanisms and policies like Khanh Hoa before.

"This is the institutional lever to attract resources, expand regional connectivity, create new development space and enhance the province's competitiveness," said the National Assembly Chairman.

In addition, the National Assembly Chairman also suggested that Khanh Hoa needs to build a strong, comprehensive armed force with high qualifications and combat readiness, focusing on building Truong Sa into both an economic, cultural and social center and a solid fortress to protect the sacred sovereignty of the Fatherland.

In his reply, Mr. Nghiem Xuan Thanh - Secretary of Khanh Hoa Provincial Party Committee - said that the congress respectfully received and fully understood the in-depth directions of the National Assembly Chairman and would include them in the discussion, dissemination and supplementation of the congress resolution, so that the first Provincial Party Executive Committee, term 2025 - 2030, could concretize, lead and organize implementation in the coming time.
