On the afternoon of October 14, the National Assembly Standing Committee gave its opinions (for the third time) on the preparation for the 10th session of the 15th National Assembly.
Details of the proposed meeting agenda
Presenting a report on the expected content of the 10th session, Permanent Deputy Head of the National Assembly Office Le Quang Manh clearly stated the proposal to add 8 contents to be submitted to the National Assembly for consideration and approval.
Including the Law on Artificial Intelligence; Law on Investment (amended); Law on amending and supplementing a number of articles of the Law on Public Debt Management; Law on amending and supplementing a number of articles of the Law on Insurance Business; Law on amending and supplementing a number of articles of the Law on Statistics.
Law amending and supplementing a number of articles of the Law on Prices; Law amending and supplementing a number of articles of the Law on Anti-Corruption; Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciation.
Thus, at this session, the National Assembly will consider and decide on 66 contents and groups of contents (50 laws, 3 resolutions on legislative work; 13 groups of contents on socio -economics, state budget, supervision and decision on other important issues of the country).
At the same time, there are 13 groups of content agencies sending reports to National Assembly delegates.
Mr. Manh said the session will not conduct questions and answers, instead the National Assembly will review and discuss in the hall a summary report on the implementation of the National Assembly's resolutions on thematic supervision and questions.
The meeting agenda does not include the content of "voting to pass a resolution on questioning and answering questions".
The National Assembly's Committee for People's Aspirations and Supervision has not yet made specific proposals for drafting a resolution on the implementation of a number of National Assembly resolutions on thematic supervision and questioning. Therefore, the National Assembly Office plans to include this content in the general resolution of the session.
Mr. Manh added that although the number of contents presented at the session increased compared to the plan when the session was convened, the National Assembly Standing Committee allowed the arrangement of general discussions on projects and contents in the same field; minimized the time for presenting reports and proposals, and at the same time, the expected agenda of the session when convened was arranged in a way that there was room to add some additional contents.
Therefore, the total working time of the National Assembly is expected to be 41 days, of which only one working day is arranged on the first Saturday (October 25). The remaining Saturdays and Sundays are for agencies to receive and revise bills and resolutions.
In addition, it is planned to arrange for the National Assembly to discuss in groups during the days of the 13th Party Central Committee Conference. The session will open on the morning of October 20 and is expected to close on December 12. The National Assembly will meet continuously to focus on completing all the contents and programs set out.

Quality is top priority in bills and resolutions
Speaking afterwards, National Assembly Chairman Tran Thanh Man said that the 10th session is the last session of the 15th National Assembly. The National Assembly Chairman also reviewed the contents that will be considered and decided by the National Assembly at this session.
"It can be said that if the last 9th session was a historic session, amending the Constitution and passing 34 laws, then this historic session will consider and decide on 66 contents, including 50 laws. This is a very important session.
We conducted the meeting with a positive and urgent spirit, ensuring procedural processes but quality was put first with laws and resolutions to serve the arrangement of the administrative apparatus and implement the 2-level local government model," said Mr. Tran Thanh Man.
He said that after more than 3 months of operation, there were many problems with the arrangement of units at the central, provincial and communal levels, so laws had to be amended and new laws issued to meet requirements.
He requested the Government to remind ministries and branches to properly implement the Law on Promulgation of Legal Documents and drafting agencies must explain and accept until the drafts are approved.
Concluding the meeting, National Assembly Chairman Tran Thanh Man outlined the meeting agenda, which is expected to last about 40 days, and drew lessons from the 9th session to calmly prepare for the meeting.
