As reported by the People's Representative Newspaper, this afternoon, October 15, at the Government headquarters, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh and Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man co-chaired the Conference between the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee on preparations for the 10th Session of the 15th National Assembly. This is the second conference of the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee on preparations for the 10th Session - the last session of the 15th term with the largest workload at a single session ever.

At the conference, members of the Standing Committee of the National Assembly Party Committee and members of the Standing Committee of the Government Party Committee focused on evaluating and reviewing the progress and quality of the contents submitted to the National Assembly; agreed on a number of innovations in the work of conducting the Session to ensure the completion of the entire workload of the Session with the highest quality, meeting the development requirements of the country and the wishes and expectations of the people and the business community.

Speaking at the conference, Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man highly appreciated the coordination between the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee, the National Assembly agencies and the National Assembly agencies in preparing the contents to be submitted to the National Assembly at the upcoming 10th Session.

Through the reports and opinions of the delegates, the National Assembly Chairman said that basically, the two sides had prepared early, remotely and agreed on the contents to be submitted to the National Assembly and the innovations in the way the Session was conducted.
The National Assembly Chairman affirmed that the contents submitted by the Government and agencies to the National Assembly when sent to the National Assembly, the National Council and the National Assembly Committees always unanimously and with great responsibility to jointly examine and complete, considering this a common task, without the mentality of “yours” or “mine” . The National Assembly Standing Committee met continuously in September and October to promptly give opinions on the contents submitted to the National Assembly.

Regarding the contents that are still slow to be submitted, the National Assembly Chairman requested the Government and Government agencies to promptly submit them to the National Assembly agencies for review. At the same time, he noted that documents and records must be fully and carefully prepared, ensuring quality, to be sent to National Assembly deputies as soon as possible.
Emphasizing that the workload at the Session is very large, but the program of the Tenth Session has been arranged very scientifically and tightly, the National Assembly Chairman requested that both sides ensure proper implementation of the session's regulations; clearly define the progress and the person responsible for each content, and follow it from beginning to end.
At the same time, it is necessary to focus, prioritize, and avoid spreading out from group discussions, discussions in the hall to receiving, explaining, and perfecting draft laws and draft resolutions; focusing highly on the contents that National Assembly deputies speak about, especially the contents that still have different opinions. Strengthen discussion, criticism, and multi-dimensional listening to receive and explain accurately and with quality, convincingly so that National Assembly deputies can vote to pass with a high approval rate.
Along with that, it is necessary to continue to better implement the interconnection mechanism between the National Assembly, the Government, ministries, branches and localities to ensure the role of a bridge between the legislative and executive branches.
The National Assembly Chairman also said that at the upcoming 10th Session, the National Assembly will continue to promote the application of technology and artificial intelligence, build a digital National Assembly, and move towards a smart National Assembly to contribute to improving the quality and effectiveness of law-making work.
With the joint efforts, unanimity, coordination, and shared responsibility between the National Assembly and the Government, the National Assembly Chairman believes that the 10th Session will be a great success, concluding the 15th term of the National Assembly.

Speaking at the conference, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh respectfully thanked the National Assembly, the National Assembly Standing Committee, especially the Chairman of the National Assembly, the leaders of the National Assembly, and the agencies of the National Assembly through 9 regular sessions and 9 extraordinary sessions of the 15th tenure for always closely and effectively coordinating with the Government with great responsibility to handle a large volume of work, meeting the requirements of leadership and direction of the Party, directly and regularly the Politburo, the Secretariat and General Secretary To Lam.

Through the reports of the National Assembly Office and the Government Office, the opinions discussed at the conference and the opinions of National Assembly Chairman Tran Thanh Man, Prime Minister Pham Minh Chinh affirmed that he will absorb and perfect the contents submitted to the National Assembly in the spirit of "having done well, we must do better, having made efforts, we must make more efforts, having made efforts, we must make more efforts, having determination, we must be more determined, having efficiency, we must be even more efficient".

The Prime Minister affirmed to continue to innovate the law-making process in the direction of both improving quality and timeliness. The Government has requested that agencies, when submitting to the Government or the National Assembly, must clearly state which content needs to be abolished, which content needs to be amended or supplemented, which new content needs to be regulated in the law and the reasons for such proposals. On that basis, along with the National Assembly promoting the application of technology and artificial intelligence, the review of draft laws and draft resolutions will be faster and more effective.


Regarding the documents that are behind schedule and have not been submitted to the National Assembly agencies, the Prime Minister requested Deputy Prime Ministers and Government members to promote the highest sense of responsibility, focus on giving opinions to soon complete, ensure to improve the quality of draft laws and resolutions; and provide information and documents promptly to National Assembly deputies.






Stating that the Politburo's Resolutions have recently been institutionalized by the Government and the National Assembly in a very urgent, timely and effective manner, the Prime Minister requested relevant ministries and agencies, in the process of drafting laws and resolutions at the Tenth Session, to continue to closely follow the new guiding viewpoints in the Resolutions for timely and complete institutionalization.
