Conference of the Standing Committee of the National Assembly Party Committee, the Standing Committee of the Government Party Committee on preparations for the 10th Session of the 15th National Assembly

On the afternoon of October 15, at the Government headquarters, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh and Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man co-chaired the meeting of the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee on preparations for the 10th Session of the 15th National Assembly.

Attending the Conference were: Politburo member, Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh ; Party Central Committee member, Deputy Secretary of the National Assembly Party Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh; members of the Standing Committee of the National Assembly Party Committee, members of the Standing Committee of the Government Party Committee.

The report at the conference showed that, up to now, it is expected that at the 10th Session, the National Assembly will consider and decide on: 53 draft laws and resolutions related to legislative work; 13 groups of contents on socio -economics, state budget, supervision and decision on other important issues of the country; at the same time, there are 13 groups of contents that agencies will send reports to National Assembly deputies for study.

By the end of the 50th Session (October 2025), most of the contents planned in the Session's agenda had been submitted by the Government to the National Assembly Standing Committee for consideration and comment. However, there are still some contents submitted by the Government but the dossier is not yet complete or the dossier has just been submitted so the National Assembly Standing Committee has not yet commented on them.

Permanent Deputy Head of the National Assembly Office Le Quang Manh requested the Government to pay attention to directing, urging, inspecting, and ensuring the progress and quality of the contents presented at the Session; provide specific information on the deadline for submitting documents; and at the same time, assign and direct Government agencies to proactively coordinate closely with National Assembly agencies, promptly provide documents, and facilitate National Assembly agencies to conduct verification.

The Standing Deputy Head of the National Assembly Office also requested the Standing Committee of the Government Party Committee and the Government to direct relevant agencies in the process of drafting draft laws and legal resolutions to continue to closely follow the direction of the Politburo on innovation in legislative thinking, organization, decentralization, administrative procedure reform, application of science and technology, innovation, digital transformation, and removal of difficulties and obstacles...

"It is necessary to focus on the quality and consistency of policies between projects; pay attention to the provisions on enforcement and transitional regulations, ensure feasibility, and avoid problems arising during implementation," the Permanent Deputy Head of the National Assembly Office emphasized.

Deputy Secretary of the National Assembly Party Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh; Vice Chairman of the National Assembly Nguyen Duc Hai; Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong attended the conference.

In addition, the Permanent Deputy Head of the National Assembly Office also requested the drafting agency to preside over and closely coordinate with the reviewing agency, relevant agencies and organizations to prepare a report explaining the discussion opinions at the National Assembly Deputies' Group and send it to the National Assembly Deputies before the National Assembly discusses it at the plenary session in accordance with the provisions of the National Assembly Session Rules.

The Office of the National Assembly will continue to closely coordinate with relevant agencies to review the work of sending documents for the Session, carefully prepare facilities, technology, security, safety, reception, logistics, medical insurance plans, disease prevention and control, food safety, health care for delegates... to ensure the best service for the Session.

According to Minister and Head of the Government Office Tran Van Son, up to now, the Government has submitted 108/120 dossiers and documents, basically ensuring the progress of submission to the National Assembly, including many new and difficult issues, especially for a number of draft laws and specialized resolutions to immediately remove difficulties and obstacles such as land, planning, education, digital transformation, high technology, protection, care and improvement of people's health, population, new rural construction and sustainable poverty reduction... The remaining 12 documents are being urgently completed by ministries and agencies according to the conclusions of the National Assembly Standing Committee at the 49th and 50th Sessions.

The Government proposed that the National Assembly consider and add to the Tenth Session Agenda to comment and resolve a number of contents, including: the draft Law on Artificial Intelligence; the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law; the draft Resolution of the National Assembly on piloting the public lawyer institution; the draft Resolution amending and supplementing Resolution No. 98 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; on investment policies for national target programs on new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas until 2030; the draft Resolution of the National Assembly on a number of mechanisms and policies to remove difficulties in national energy development in the 2026 - 2030 period.
